Effective and successful oil and gas exploration, exploitation and transparent management of the industry could happen under two conditions only.

  1. Existence of a strong government or governments under the federal arrangement, which can guarantee law and order issues in areas under oil firms consideration.
  2. The invasion of that country by oil companies with the help and military protection of their nations of orgin.

Somalia would be unable to meet the first condition, and perhaps, no anytime soon.

  3. The fresh maritime dispute between Somalia and Kenya needs to be settled first.

There are four obstacles to Somalia’s progress and modern statecraft:

  1. Tariqa wars
  2. Politicized clannism
  3. Epidemic corruption inbedded in all spheres life of the society
  4. Mistrust among clans as a result of the Civil War.

Which one is relatively new to Somalia’s public square?

What is new in the political public square is mistrust among the warring clans that threaten the territorial integrity and sovereignity of Somalia. Mistrust created by Civil War and city-state legacy is the key as to why Somalia is taugh to reconstruct. 1, 2 and 3 problems have been in existence in various degrees throughout the history of Somali clans. That is why restoring that missing trust is the fundamental task of all Somali political and clan leaders as well as all other leaders in their all walks of life. Recognition of wrong doing, Reconciliation with material compensation and repentance are critical here for successful conclusion of the process with all elements of adjudication and legal enforcement.

Mistrust is a new obstacle, more dangerous than the current Tariqa wars. If there is no trust, we have nothing in common and we will not be able to have a common country, let alone a unified state. Let us not kid ourselves.

TRADEMARKS OF WRONG-HEADED LEADERSHIP

If you talk to the same people everyday, see same persons, eat the same food over again and visit same places everyday, listen to same news channel and read same paper, you are not growing personally. Worse than that is when you love to listen to the stories and news you like most. Still worse than that is when you choose wrong advisors and friends for the wrong reasons.


But, worst of all is when you are fond of sycophancy and flattery. This is what happens to most politicians and companies’ CEOs, especially the dictators. This is what had happened to late President Siyad Barre of Somalia. Here in Puntland, that was what had happened to late President of Puntland, General Adde Muse and even Jama Ali Jama, that led to armed clashes and a brief political conflict in Puntland in 2000-2001. This is how the City of Las Anod in Sool Region had fallen to Somaliland.


Back in Canada, General Adde Muse was talking to the same sub-clan opposition politicians of his own to rely on their take on Puntland current issues and news. He was hoodwinked to believing that the conflict here was between two related sub-clans, not a political conflict between the regime and the opposition. He blindedly jumped in to the conflict based on the distorted information he had been exposed to for over sometime and over again by friends and relatives he naively trusted.


The first biggest mistake a politician could make, however, is when he or she hires partial and self-interested advisors, who couldn’t give fearlessly objective and unbiased advices to the boss.
The 2nd biggest mistake politicians could make is when they allow close relatives and immediate household members to interfere in the administration or sometimes run the show as it happened in Faroole Administration, a similar situation the late President of TFG, Abdullahi Yusuf, found himself in as he grew senile in his late days of his administration.


Hardening of political mindset, opinion or attitudes is another danger in leadership as was former president and vice-president of Puntland, Mohamed Abdi Hashi.
Ivory-tower attitude and knowing all alone character of Abdiweli Gaas-style is fatally wrong-headed and detrimental to the normal functioning of a government or business.


These problems may be happening to Farmaajo and Khaire now. Certainly, Ahmed Madoobe of Jubaland has most of these vices and more.
Any effective leader has these known and tested leadership qualities:

  1. Knowing how to find quality personnel and aides
  2. Knowing how to delegate various duties and what to delegate.
  3. Having listening abilities
  4. Trusting and supporting able aides
  5. Recognizing and thanking people for jobs well done.
  6. Most importantly, motivating people to reach new heights in their careers, always acting as a role model for others. Be a teacher,advisor and godfather for personal development and growth.
  7. Avoiding pressure, fear and tension at workplace environment. Making people feel comfortable, confident and easy with your presence. Be patient with personnel as they get used to what they are doing.
    Another important political lesson one should learn is “never outshine your boss” whether you are cabinet minister, an ambassador or an advisor or simply somebody else in any kind of an administration.

Forty years of political and security turmoil had its toil and trauma on the people of Somalia. People had survived merely on their legendary stamina and unmatched patience to wait it out the upheals of the times, hoping that things will eventually turn out better.That kept them going.They believed that when things get taugh, only the taugh keeps going.

Add this to the never-ending feuds between and bickering of Somali leaders of the day. Add this to their lack of inspiration and vision for Somalia. Add this to their self-interest and corruption at all levels. Add this to their reluctance to learn from the recent history of civil war, violence and religious extremism, and add this to their dangerous tendency to ignore the most important of all priorities: National Reconciliation and Peace Process.

The main thrust in Somali thinking was how to revive the public institutions of the Somali State that had totally disappeared. They found out that was easier said than done, with so many internal and external forces preventing that possibility happening anytime sooner. That is because when a country breaks up, it creates other lucrative businesses for a lot of competing interests that are not interested in the re-instatement of a failed State.

In the light of the above, people reasonably got tired; some in despair and disillusionment, giving in to political cynicism. This new attitude is very damaging to the people’s collective efforts towards their historical struggle to fight on.

Somali leaders at Federal and state levels bear the burden of full responsibility for this new political cynicism and fatigue. This is a wake-up call too for all Somalis.

Any Somali would-be Leader must acknowledge, as a first step, the gross violations of human rights and heinous crimes done against innocent Somalis in order to have any credibility and moral authority to govern. He or she must commit themselves publicly to address these issues and start now ways and means to address the outstanding popular grievances.Those who held positions of authority in Somalia‘s Military Government of Siyad Barre must apologize too to the Somali people and acknowledge their responsibilities for the grave violations of human rights and abuse of power. They cannot be silent in conscience to justify the barbaric abuses done to fellow human beings during the Post Siyad Barre era. Every while I come across former prisoners of Labaantan Jirow and Laan Buur maximum security prisons as if they are graduates of the “institution of unlawful imprisonment and political detention“. Former authorities cannot be allowed to be a cheap excuse for the criminals of the Somalia’s Civil War.

    Rainfall in Somalia always causes water and food carried diseases. That is because hygiene rules are not predominantly observed here and huge breedding of flies after rain is the main culprit in the spread of stomach sickness and other health complications.

    Given the history of such occurrences, it was expected on the part of local authorities, health departments and local city councils to engage in hygiene projects for public awareness, on the top of carrying out cleaning campaigns in towns.

    There are no health inspections in restaurants and city hotels and no health certificate requirement for hospitality industries. Waiters and hotel staff are not screened for contagious diseases like HIV AIDS and Hepatitis. Drainage and sewage system is almost non-existent here. It is a dangerous world.

    There are many residents of Garowe, Galkayo and Bosaso, who are now suffering from water and food born stomach diseases.

    Despite such epidemic outbreaks of ailments, the public authorities concerned are not only passive, but they are silent and don’t even acknowledge the existence of the public health problem.

    We recommend to people to offen wash their hands, eat cooked and hot food and drink boiled or bottled water.

    CHINA AND USA ECONOMIC COMPETITION

    For decades China has been a country of economic advantage in US strategy. The United States has been dealing with China as a US economic watchdog. Chinese products have been swept under American patronage for decades in the US market, and cheap Chinese goods have reached all American homes. In the New York Times, the famous American journalist Thomas Friedman commented sarcastically: “Did you know that science The American who is flying over the White House is a Chinese industry? “Chinese goods have swept America as much as other countries in the world have been subjected to cheap, diversified and glorified licenses. But the situation has been changing for 10 years and more. China is no longer just a producer of cheap goods, especially as it has jumped a quantum leap in terms of gross national product.
    More than a decade ago, China was in what was known as the GDP, or the total of its domestic production, behind the weakest European countries, such as Italy in terms of GDP. We recall that China’s total output was just over $ 1 trillion or more. But while gross domestic product (GNP) of European countries such as Britain, Germany and France is still in place or increased by a mere 2 trillion, we see that China’s GDP has jumped above ten trillion dollars in less than a decade, The Chinese economy is the second most powerful economy in the world after the United States in a very short period of time, let alone in the coming decades if growth remains so. Do not forget that while the growth rate in America and Europe is two or three percent at the latest we see that the annual growth rate in China in one year to more than thirteen percent. This means that China has begun to compete as a huge global pole in the economic arena pending the development of its other political and cultural arms.

    Chinese goods have swept America as much as other countries in the world have been invaded for their price, variety and abundance

    In the light of this great Chinese progress, America and its Western appendices no longer regard China as a Western enclave, but rather a danger that must be confronted quickly and seriously before it can begin to threaten Western technology and its status. At the same time, China’s global or imperialist tendencies have begun to emerge through the so-called Silk Road through which China will invade many countries through trade. The Shanghai University of China preceded the Silk Road years ago when it held a major conference to discuss China’s new world role. In other words, China has long been thinking of exporting its surplus abroad, as all the great powers have done throughout history. If we see China’s penetration into Africa and construction of facilities around all the oil regions of the world to make sure that China has already begun to compete strongly as a giant global pole.
    At the same time, America has been working for years to block oil routes to and from China, according to the famous Australian author John Blager. We do not know if the bombing of oil tankers in the Gulf targets China before others? Let us not forget that the most remote US base on China’s border is no more than forty-five kilometers away, which shows that America is trying to strangle China in all ways but to no avail.
    US play with China has become short after Huawei’s mobile crisis. Note how Western countries have converged on America to face the escalating Chinese threat. We have all seen the massive tax drive imposed by America on Chinese goods so that the world is facing a major trade war that could threaten the entire world economy. So far, China has not used all of its means to counter the US campaign, especially since China has a lot of US Treasury bonds, not to mention that if China prevents the sale of Apple Mobile in China only, the US giant may lose more than thirty-five percent of its income because China Constitute an unparalleled market in the world for Western goods.
    What does America do to face the Chinese dragon? We noticed how US companies stood united behind the US administration to face the threat of Mobile Huawei, which is competing with Apple and others. We saw how Google stopped providing Huawei with Android. Facebook has blocked Facebook’s global application on Huawei phones. Canada had previously sued Chinese company officials. All of that to stifle the terrible Chinese mobile. The next greatest.
    In contrast, we saw how the Chinese president quickly visited Russia following the Huawei crisis with America. To make matters worse, China immediately succeeded in signing a global agreement to supply Russia with fifth-generation communications technology. Russia, in turn, has offered to supply Huawei with a Russian operating system instead of Android, which Google has blocked from the Chinese company. It is true that China is immediately able to set up a Chinese operating system for Mobile Huawei, but the Russian offer has a special symbol that the world is already divided into poles, and that the US Pole system is already fading in the light of the economic, trade and technological conflict with China.
    Is it possible to say that China’s Huawei’s mobile crisis with America actually signals the emergence of a new world order? Will this extraordinary mobile be a major turning point in the history of the world?

    Transition to democracy from the evils of one city-state, dictatorship, warlordism and religious extremism is fraught with despair and many disappointments along the way on the rough road.

    In Somalia’s case, the journey had caused untold massive sufferings and havoc on all lives, particularly the most vulnerable, women, children, the weak and advancedly aged. But, the saddest of all is the lack of recognition and remorse for wrong-doing in such massive scale as it had happened in Rwanda and South Africa to heal the nation.

    What does that mean to would-be a nation-state like Somalia? This is where despair sets in as there is no accountability of gross human abuses of yesteryears, which in turn, means that there is no guarantee that it wouldn’t happen again. With no accountability and genuine national reconciliation, there is no basis for coming together again for common nation-wide objectives.

    Somali political leaders never understood why it has become difficult to revive the Somali State – the problem is not Al-Shabab. The problem is two-fold:

    1. Mogadishu War Economy

    2. Public Mistrust

    Both have their root causes not only in the civil war, but also in the imposition of pseudo-socialism mode of production and political orientation by Somalia’s Military Junta of 1969-1991, where the population was compelled to fight for meagre resources available in the black market as the authoritarian regime abused the national economy and made it a crime to own personal produce and fruits of one’s labour. These abuses had only to intensify during the civil war, and still raging in Mogadishu. Business community there is predatory and unreignable by neither public institutions, weak and fledgling transnational governments, nor by invitation of more AMISOM troops to Mogadishu. They are hardest nuts to crack.

    Mistrust among Somali clans is quite obvious to all, but nobody minds to address it. The political situation and thinking in the country sees the need for national reconciliation as taboo subject not to talk about. Taugh love! Let me say frankly that until we find moral courage to address the legacy and mayhem of the Civil War, our political leaders would be moving in vicious circles. The weak centre and peripheral regional states would always be in loggerheads, and blame and counter-blame would go on for ever. The IC and Somali foreigner partners have also found comfort in making rounds along these spirals of fictious circles for over three decades now. Taugh love too!
