CONTINUAL BOMB-BLASTS IN KISMAYO INDICATE SECURITY LAPSES

Kismayo is relatively small town, though surrounded by swathes of land controlled by Al-Shabab. Continual terrorist attacks without meaningful retaliation and failure to discover the active extremist cells in town is a sign of not only security service’s weakness and incompetence there, but also complacency of authorities and possible terrorists’ infiltrations into the ranks and file of Jubaland security forces.

These security lapses always happen when regional politicians are distracted by election campaigns and blindfolded by political frictions with the Central Authorities in Mogadishu, Al-shabab taking advantage of the situation. Similar attacks had happened multiple times in Galkayo, and Galmudugh, in particular.

Jubaland State should: 1. Review its response to security threats. 2. Restructure and retrain its security personnel 3. Do some house cleaning of state apparatus. 4. Monitor hotel residences. 5. Impose residence permits and home address requirements. 6. Notify home owners to register tenants with police stations.

Somali authorities at all levels of government should know that, as a rule of thumb, persistent terror attacks are sure indicators of failure of intelligence. Isolated terror incidents are understandable, but continual bomb-blasts in a town without appropriate countermeasures and prior information gathering to prevent attacks before they occur are unacceptable.

CRITIGUE ON COMMUNIQUE BY PUNTLAND EDUCATION SECTOR CONFERENCE

The work done by two former Puntland ministers of education, Dr Ali Abdullahi Warsame and Abdi Farah Juha is commendable. The ministers have put great emphasis on structural reform of education sector and important need for the insertion of vocational and skills training into school curricula. One would fully concur with them in their findings in the state of Puntland education sector.

The Communique or the review of the sector, however, doesn’t go far enough or ignores altogether a fundamental problem characteristic of entire Somalia’s education sector: That we are forgetting who we are as people and as a country – our cultural heritage and character of the nation are being omitted in our education sector and school curricula. It is my humble opinion that until this slow trend of erasing Somali cultural values from our education system is reversed, this nation is sleepwalking into deep crisis of identity and dangerous loss of national character.

THE BRAIN OF AN ELDERLY PERSON

The director of the George Washington University College of Medicine argues that the brain of an elderly person is much more plastic than is commonly believed. At this age, the interaction of the right and left hemispheres of the brain becomes harmonious, which expands our creative possibilities. That is why among people over 60 you can find many personalities who have just started their creative activities.

Of course, the brain is no longer as fast as it was in youth. However, it wins in flexibility. That is why, with age, we are more likely to make the right decisions and are less exposed to negative emotions. The peak of human intellectual activity occurs at about 70 years old, when the brain begins to work at full strength.

Over time, the amount of myelin in the brain increases, a substance that facilitates the rapid passage of signals between neurons. Due to this, intellectual abilities are increased by 300% compared to the average.

And the peak of active production of this substance falls on 60-80 years of age. Also interesting is the fact that after 60 years, a person can use 2 hemispheres at the same time. This allows you to solve much more complex problems.

Professor Monchi Uri from the University of Montreal believes that the brain of an elderly person chooses the least energy-intensive path, cutting unnecessary and leaving only the right options for solving the problem. A study was conducted in which different age groups took part. Young people were confused a lot when passing the tests, while those over 60 made the right decisions.

Now let’s look at the features of the brain at the age of 60-80. They are really rosy.

FEATURES OF THE BRAIN OF AN ELDERLY PERSON.

  1. The neurons of the brain do not die off, as everyone around them says. Connections between them simply disappear if a person does not engage in mental work.
  2. Absent-mindedness and forgetfulness appear due to an overabundance of information. Therefore, you do not need to focus your whole life on unnecessary trifles.
  3. Beginning at the age of 60, a person, when making decisions, uses not one hemisphere at the same time, like young people, but both.
  4. Conclusion: if a person leads a healthy lifestyle, moves, has a feasible physical activity and has full mental activity, intellectual abilities DO NOT decrease with age, but only GROW, reaching a peak by the age of 80-90 years. So don’t be afraid of old age. Strive to develop intellectually. Learn new crafts, make music, learn to play musical instruments, paint pictures! Dance! Take an interest in life, meet and communicate with friends, make plans for the future, travel as best you can. Don’t forget to go to shops, cafes, concerts. Do not lock yourself alone – it is destructive for any person. Live with the thought: all the good things are still ahead of me!

NATIONAL, TRADITIONAL VALUES TO KEEP AND PRESERVE

In the past few years we have been watching the deterioration of democratic values and cherished traditional values of the most powerful nation today on earth, the United States of America. We all have witnessed that the rule of law and constitutional imperatives could be fragile and trampled upon by unscrupulous group of people incited by political opportunistic leader(s). If, even the USA had experienced this kind of civic and constitutional violations by the same leaders elected to uphold and preserve the solemn obligations of keeping national sacred contract, then one doesn’t hold much hope for the well-being and survival of weaker nations.

The tragedy is that now there is no role model for sound and strong democratic public institutions after the fact of what had happened in today’s United States. I say today’s United States because that country’s history is full of cruelties and injustices. But the government of United States now has weaker public institutions following partisan gridlock along the way to bring those responsible for January 6 insurrection at Capitol to account, including the inciter of the riots, the President of the United States, Donald J Trump, the leader of the phenomenon “Fake News”.

Here in Somalia, a failed state with long history of political corruption, religious sectarianism and tribal violence, justice, rule of law and preservation of fine national traditions remain a pipe-dream, perhaps, for many generations to come. The latest examples of this anomaly are Siyad Barre’s tyranny through military coup, USC’s clan cleansing in Mogadishu and Farmajo’s political and security shenanigans and damages he has done to national governance and vital national interests.

What to do about it? Everyone has a role to play. There is a common saying that states personal responsibilities towards common good: “Do whatever you can, wherever you are, with whatever you have”.

HOW ASPIRANTS OF SOMALIA’S PARLIANENT MEMBERSHIP CONDUCT THEIR ELECTION CAMPAIGNS?

Most of them act like busy bodies (seem to be doing something), mainly spreading the word that they are candidates. Those seeking re-election are more experienced and strategic in their approaches. They have more connections in trying to secure support and fund-raising. They have personal experiences and knowledge of presidential candidates. Over the past four years, they have been maintaining cordial communications with their respective constituencies and traditional elders. They have personal advantages of story-telling about Mogadishu politics and emphasize more about the importance of re-election rather than sending someone new to the corruption-infested political schemes of the Capital City

Depending how successful someone’s fundraising is, many are afraid of over-bidding. All of them are bit shacken by the fear of potentially losing out to others in the stiff competion for favors from the elders in their respective sub-clan system. What worries them most are the reports on some traditional elders already succumbing to Farmajo corruption in buying elders’ loyalty to promote favorable candidates in the selection process involving delegates. If true, this is the height of political corruption in the country and dangerous new developments in this election cycle.

Those aspiring to be senators in the Upper Chamber of the Federal Parliament are busy securing appointments with heads of FMSs, cabinet members and members of regional House of Representatives. They are after anyone of some influence to get those appointments. That is why personalities within the circles of influence are trying to avoid contacts with these Federal Parliament candidates in the fear of persistent requests for vetting, personal recommendations and influence-peddling with the state presidents. It is difficult time for everybody in town.

WISE ELDERS MISSING IN PUNTLAND TRADITIONAL SELF-GOVERNMENT

Puntland State has no longer the unique historical advantages of traditional SELF-GOVERNMENT. The region has come to the end of the road with the ascent of new generations of junior elders replacing the old guard. The future of the state looks bleak as a result of political stagnation that kept these inexperienced tribal elders to remain relevant to the political system of the state, a situation far removed from the traditional roles of peace-keeping and peace-making among the clans. During the foundation of Puntland State, seeking grassroot support amid the civil war was essential and couldn’t had been done otherwise. But we fully knew that the job of a tribal elder wasn’t to select members of parliament and build institutions of a state. At the time, it meant to be a short-term arrangement, given the difficult circumstance we were in. Moreover, a government lacking checks and balance of power, on the top of the above systemic vicious cycle, will not survive much longer.

Until Puntland moves to holding general elections as soon as it is practical, we are progressing backwards with unpredictable and dangerous consequences of state failure again, this time with existential threat of not to be.

What had made Puntland historically unique in Somalia’s politics was the progressive nature of its residents to reform, renovate and re-think options for self-government. That is now finally being threatened.

WHY DO I GET BORED SOMETIMES?

Guess, like many people, I sometimes feel uneasiness for no obvious reasons. I sought some explanations for my situation and couldn’t figure out what was bothering me. It took me a while to sort out why I wasn’t myself. I assumed many versions of thinking and personal evaluations. Each assessment of myself wasn’t as convincing as I would have thought to be, discarding one by one after a bit of silent deliberations. By crossing out those considerations, a thought finally struck me. The solution lies in what I was doing at that moment when I was feeling a bit of discomfort. I had discovered that I was engaged in procrastination of something among my to-do list. That was right! My soul was alerting me quietly that I was putting off an important priority either for the day or in the foreseeable future. However, once I started doing what I was supposed to do, boredom was no longer an issue.

Another important personal self-discovery I experienced recently is that I used to go out to places to meet with people, friends, colleagues, acquaintances etc. When I didn’t find some happy faces to meet me enthusiastically, or others, who have negative attitudes in their topics of discussion, I felt that I was wasting my time and wasn’t doing what I was obligated personally to do in my daily routine. I have been trying to find a remedy for this kind of personal situation. Here comes the problem of personal echo: You consider yourself an important personality and you want the world to smile for you once you are out of your home in the morning. On the contrary, you get disappointed. And the solution? Kill that echo! With that mindset from the start of the day, you would feel freedom and personal liberation. Understand that you aren’t important to people, if you don’t have what they were looking for, or have the connections they need to get there. Knowing this fundamental fact about human beings, is itself a great personal self-discovery. If you go out, don’t be ashamed of sitting alone in a suitable spot in social amenities without attempting to attract any one’s attention.

Finally, understanding that most people seek and want you when they think that you are in an enviable position of privilege, power and wealth, is a sobering experience you would appreciate as you enter into that phase of self-knowing.

In conclusion, enjoy your life as simple as you can, and most importantly, be indifferent to the search for self-importance and attention. That way, you will be a truly free person.

President of Puntland State, Said Abdullahi Deni, has arrived Garowe, the seat of the government today, in an unprecedented display of public welcome. observers have interpreted this untraditional public reception party as harbinger for important announcement to kickstart the President’s campaign for Federal Elections and his imminent declaration of Federal Presidential candidacy, the worse political re-election nightmare for Mohamed Abdullahi Farmajo, and perhaps, some other presidential candidates hailing from Banadir Region.

Taking advantage of Eid Al-Adha Holidays, all State officials, including the Speaker of the House of Representatives, Hon Abdirashid Yusuf Jibril (Abwaan) and his deputies were at hand at General M. Abshir Airport today, perhaps with the diplomatic intention of covering up the lately simmering political frictions between the Executive and legislative branches of the government of Puntland. This issue was adjourned recently, subject to the return of the President to Garowe from extended overseas trip.

Perhaps, in unrelated event taking place simultaneously, Boqor Burhan Boqor Muse was enjoying a warm reception of his own in the town of Widh Widh in Ayn Region, to bless the announcement of a new titled elder, Garaad Mohamed Garaad Abshir Salah Jr.

Other election-related issues include the influx of Puntland Federal MPs into Garowe, a lifeline to the often vacant Garowe hotels. It is one of most profitable times when they have both the State President and Federal members of Parliament in town.

Puntland members of the outgoing Federal Parliament have been pouring lately into Garowe hotels, each one seeking another chance to remain and represent Puntland in Mogadishu. They face huge challenges to get renominations this time around, partly because of their poor performance and abysmal legislative records in Mogadishu, not to mention about their incompetence and proven misrepresentation of their constituencies. There are wild stories of sub-clan infightings among them, and some were reported to have been bragging about how they have succeeded in marginalizing the political chances of certain sub-clans in some regions of Puntland. These are the  kind of representations Puntland had been able to send to Mogadishu. This story is as sad as it gets. The problem lies mainly in the lack of strategic policy formulation of the State of Puntland towards promoting Puntland local and national interests.

Puntland outgoing members of the Federal Lower House were among those who had participated in the recent illegal attempt to extend the mandate of Mohamed Abdullahi Farmajo to two more years as President of Somalia. When doing this, they all knew that their constituency, Puntland, was against that unconstitutional extension. Regardless of their ill-advised course of action, they have come here to campaign for re-election. That is because they know that there is no accountability for wrong-doing in Somalia’s corrupt/tribalistic political system – there is no shame here.

PUNTLAND REPRESENTIVES ARE FOOTBALL TEAM WITHOUT COACH

Puntland is a state [twenty-three -edited] years old with people as old as the Pharaohs of Ancient Egypt, but have no strategic plan towards Somalia or how to deal with the rest of Somalia. An Amazing story to tell, you would say. Puntland successive governments had never thought of its urgent need and constitutional mandate to work out a permanent state strategic plan good for the thinking and operations of every Puntlander in Somalia and worldwide to follow and keep in mind for generations to come: be it a member of the Federal Institutions or Puntland officials attached to a foreign or international entities or an individual living or working in a global village. It is really a common sense to do so if she cares about the well-being and progress of the state, her people and position in Somalia and beyond.
Do the federal officials and MPs representing Puntland in Mogadishu have a strategic plan to follow on Somalia and Puntland issues? How does Puntland government expect them to operate, under which guidelines other than the constitutions and their individual gut feelings do they carry out their mission, tasks and responsibilities?
Sending Puntland Representatives to Mogadishu without a plan of action, thinking or guidelines is like sending Puntland Football Team to Mogadishu without a coach. To use my friend Abdi’s football analogy, “It is like sending a team of untrained Puntland camel boys to play ball in Mogadishu”.
Moreover, Puntland State is also a mother having kids there, who has properties and interests in other regional states of Somalia as well. How would our representatives in Mogadishu, Kismayo, Baydhaba and Dusa-Mareb takle with issues of common and Puntland interest? What are the Puntland channels of communication with those supposed to be looking after her interests in those regions? Is Puntland operating blindly in the dark, or she has no idea of what I am talking about?
On the internal affairs, you would say, there is nothing wrong with Puntland State except it is caught up and locked in bad governance that prevents her from moving foward in building strong state institutions, not to mention about her playing a leading role in Somalia’s reconstruction efforts.
That is good as long as you think that good governance includes elimination of corruption and changing the permanent perception by some of its constituent regions that it is a state dominated by a few privileged clans, doing away its persisting vulnerability to insecurity and lack of economic expansion and business investment, low and poor quality of education and skills training, absence of constructive engagement with the leaders of fedgling Federal Government.
Reasonable Puntlanders are OK with this thinking. But, is that all Puntland State and her people could do to build a bright future for her next generations?
I would say with confidence that Puntland State is frozen in time and space. Let me give you some examples. Puntland Government has the same salary scale for its personnel as we started 23 years ago. Puntland Government uses the same clan/regional power-sharing arrangements for the selection of members of the House of Representatives as we launched it 23 years ago. Puntland Government fell back to rely on clan militia forces for its security, which we had moved away 23 years ago. 23 years ago Puntland had an independent judiciary, independent parliament, independent auditor-general and independent accountant-general. None of above Puntland institutions of government are independent today. It is a big deal and alarming facts to ignore. This is a critical factor, among many, that Puntland President has absolute executive powers in the absence of checks and balance (Madax-ka-Nool).
What to do about the situation? Good question! Let us debate objectively without any attempt to spin. Let me start with my take of things here with a by-line from Garowe. First of all, let us find out areas we can begin work right away:

  1. To fight corruption and maintain law and order, restore the independence of those institutions cited above.
  2. Have a competent, transparent and independent public service commission right away.
  3. Establish state strategic advisory board or commission that act as government think tank or experts on working out strategic plan for Puntland.
  4. Puntland regional clan power-sharing arrangements for indirect selection/election had hit dead-end. Let us begin democratization process right away, starting.with local elections first.
  5. Streamline state departments to eliminate redundancy, duplications and inefficiency. Make a smaller government by cutting down cumbersome bureaucracy.
  6. Know that the Finance and security sectors are the Achelles Heels of Puntland State.
    The current Administration of President Said Abdullahi Deni is on the spot and hot seat to deliver on his election promises to avoid the bad legacy of his predecessor. People of Puntland have no alternative but to rise up against corruption and mal-administration of their public affairs. They have to meet the challenges of the moment.
    Finally, it was said by others before us, who too had been there that people get the leaders they deserve. This insight and wisdom is still true as it was then. People may give their leaders initially the benefit of the doubt, but not a free hand to a politician to do whatever he wishes to without making sure that he or she must be held accountable to the people individually and collectively.
    One good thing about the people of Puntland is that they never give a 2nd chance to their leader, let alone a bad one. If President Said Abdullahi Deni wants to come back to power in Puntland, he could so by popular vote through democratization process starting right now. In governance, especially in good governance, strong nations have some values in common: Recognition of the services and contributions by their past leaders in all fields of human endeavors. They have ideals and role models for citizens to follow and aspire to be. Have you ever seen any Somali leader recognizing and quoting the good works done by his predecessor (s)? Yes, in literature only. But that has nothing to do with the subject under discussion. Are Somali leaders in the business of “après moi, le dèluge” ( after me, the flood.)

If you don’t recognize the positive contributions of others, how would you expect people to remember you after you are gone? Does your leadership role today have any historical significance to your nation to remember and thank you for it? Do you expect any prayers for you from people you served so well while you were at command?

In religion, people quote leaders of faith and their good deeds in the service of good on earth. Strong nations of Europe and North America have ideals played so well by role models in their respective history. The so-called “Asian Tigers” have their Mahathir Mohameds.

History of nations are taught in schools to impress and prepare the youth for future leadership roles in their areas of interest.

Debate on Somali politics is full of rumors and speculations. It is hard to discern facts from fallacies. That is because nothing is predictable as the nature of indirect election here is more fluid than the turbulent flow of pipe water. There is always room for the unexpected to happen in a corrupt system of vote buying through foreign money and meddling. Some members of Gulf states are particularly guilty of this election interference in Somalia. Foreign factor in Somalia’s decision-making process is one of the reasons behind the resistance to holding free and fair elections in a country fed up of poor leadership and incompetence. These crimes against the people of Somalia and their sovereignty is known here as foreign conspiracy and influence-peddling by the power of petro-dollars in a corrupt political marketplace as large as Somalia..

Currently, speculations are rife in Mogadishu about Former President, Sheikh Sharif Ahmed, coming up with unexpected assertiveness, boldness and renewed confidence in jockeying for power, among other candidates, in Mogadishu. Observers have started speculating the UAE was deeply involved this time around to prop up certain presidential candidates and hopefuls. They said, Sheikh Sharif came up atop that list. Democracy by general elections and peaceful transfer of power made US great. Opportunity for everyone willing to compete and be successful in America has been attracting millions around the world. High standards of educational excellence brought in thousands of talented foreign students – many chose to remain in the US, contributing devastating braiñ-drain from their respective countries of orgin.Talents in every field of human endeavors got special welcome in US by especially designed Visa programs. America has been projecting an image of power and prosperity around world. It became a competition of ideas and ideology between East and West. This heralded bitter Cold War after World War Two. Eventually, it led to the collapse of the East, exemplified by the demise of the Soviet Block, paving the way to the supremacy of US in world arena as the only Superpower.

Like historical empires before it, political polarization and partisan bickering set in, leading to disharmony and mistrust between the elites and parties. Opportunists like Donald Trump seized this chance to propel themselves into power in the US. Trump as the most powerful chief executive of US government wasted no time to dismantle America by eroding its core democratic values and cherished traditions of self-government. This gave rise to white extremist groups and neofascists and domestic terrorists.

Enter election of Joe Biden in 2020. He is a part of the US establishment and hardly will serve for a short period of time, not enough to make fundamental changes in systemic barriers on the road to equal opportunity for all, making provisions of US Constitution a pipe-dream for a long time in the lives of many Americans.

The historical ascent to the post of US vice-president by a woman and black lady, Kamala Harris, may backfire to usher in another Donald Trump next time around, just as it did with the election of Barack Hussein Obama.
