ABSENCE OF TRANSPARENCY AND ACCOUNTABILITY IN SOMALI PUBLIC AFFAIRS

EDITORIAL

They say democracy dies in the darkness. It is equally true democracy suffers from demagoguery. Nowadays, a trend sets in Somali politics. It is News Blackout and subsequent public confusion as a result of a situation whereby the general public is kept in the dark on what is happening in their government. This confusion led to disappointment and loss of hope for the future for most Somalis. Man, by nature, thrives on hope for better days to come. Despite the prevailing difficulties in his life, he keeps struggling if he knows steps are being taken to improve his plight.

Strangely, there is a dangerous political culture Somali politicians are learning from Farmajo Regime: Absolute News Blackouts on running public affairs and occasional demagoguery speeches. This means no transparency and accountability in public affairs. It is an artificial creation of despair and disillusionment in the minds of the general public. It is a removal of better tomorrow from the public psychology and discourse. It is the beginning of social decay and dystopian situation.

If the successors of Mohamed Abdullahi Farmajo were to salvage the situation from getting even worse, they have to act fast to unlearn Farmajo’s ways in public policy, and get real with the Somali public in transparency manners that incite and inspire people in their bitter struggle for better future.

ON THE CASE OF IKRAM’S MURDER

Does this strange request cut? I don’t think it does. It is a real test for Caretaker Prime Minister Rooble to pass manly or fail in disgrace. No doubt, Rooble is in trouble and the entire election process for 2020-2021 is in jeopardy because of this developing story.

Rooble wouldn’t be able to stay on as Caretaker Prime Minister, if he gets humilated by Farmajo and Fahad Yassin in connection with Ikram’s disappearance and murder as allegedly reported by NISA recently. He would be tempted to resign instead. This would put all stake-holders of the Somalia’s political establishment into disarray. All should be warned against possible ugly turn of events in the next few days. All FMS and opposition elements should start now monitoring the situation involving Rooble-Fahad-Farmajo confrontation.

In fact, this case could play out as the political opening and opportunity Farmajo Camp has been looking for to derail the momentum towards elections.

ARE FARMAJO, ROOBLE AND FAHAD YASIN STILL ENGAGED IN ELECTORAL MANIPULATION?

There are reports concerning serious meddling in the election of the chair and vice-chair of the electoral commission by Farmajo Team. Among these reports include one posted by Nairobi-based Matt Bryden, a Canadian expatriate with a long history in Somali studies and NGO business in the country. Mr Bryden, as controversial as he is anti-Farmajo regime, makes sense this time around. He states that the scheduled Somalia’s election is already rigged as the regime has already packed up the leadership of the commission with its men to predetermine the outcome of the election in favor of the incumbent. He also adds that the opposition, fearful of being marked “spoilers” by the international community, aren’t addressing this obvious interference in the independence of the electoral commission. Another reason he cites for the silence of the opposition on the issue is their reluctance to oppose prime minister Rooble, who may be working towards Farmajo’s win.

If the above reports were nearly close to the truth, there is a cloud of mistrust hanging on this election, which would make election victory by Farmajo or someone else promoted by NISA and its allies as very much a suspect.

The current position of the opposition to keep calm and standby while Farmajo-Fahad shenanigans are ongoing, would be tantamount to dereliction of duty.

WHAT DO FARMAJO, ABYI AND AFEWERKI HAVE IN COMMON?

1. They are for strong central governments in their respective countries.

2 They are anti-federalist and anti-devolution of power.

3 They are tin-pot dictators.

4. They repressive demagogues.

5. They have agreed to seize Somalia through joint military force under the pretext of propping up Farmajo, but, perhaps with wider strategic political objectives.

5. They have regional, political and strategic designs for East Africa, replacing IGAD as a regional block.

6. Ironically, each of them came to power through deceptive populism and false promises of better government and life for their respective peoples.

7 in the end, each of them had turned out to be the enemy of the people. They must be stopped before they do more harm.

THE SOMALI TRAGEDY

The tragedy is that the same people who were saying four years ago that Farmaajo was an angel sent from the heavens are now saying that Rooble is a man that can walk on water.

With all due respect to both Farmaajo and Rooble, I must say that to me, both men are empty vessels in the ocean, appointed on dubious reasons. Neither of them has never, ever, articulated any meaningful political opinion of any kind. They have no political knowledge and experience, and with little understanding of the political dynamics in the country and the huge political, security, and socio-economic challenges facing our country.

Tragically, neither of them can articulate a vision for the country. In fact, they are narrow-minded low-level administrative bureaucrats from overseas. So, why would anyone expect any meaningful political solutions from them? They can offer none even if they wanted to.

I understand that some people mistakenly believe that Rooble could be a useful political tool that could be utilized to help rescue our country from the brink of a renewed civil war, but that is an argument based on pure fantasy. Rooble cannot not be expected to do something beyond his mental and physical abilities.

The sad fact is, Rooble lacks the political and intellectual faculties to lead our country at this critical time. He is the wrong man for the job. We must not make the same mistake twice.

The notion that Farmaajo is to be rejected and Rooble is the man that will rescue our people and our country is irrational and a wishful thinking. It is like someone saying that I do not like the king, but I would negotiate with his servant. It is worth mentioning that Farmaajo appointed Rooble, and he cannot, under any circumstance, disobey him.

In short, Rooble is not, can never be another Nuur Cadde! He is too weak and lacks the experience and the political courage that the late Somali prime minister had.

WDM OP-ED: HOLDING BACK FROM THE BRINK

Now that Somalia has narrowly come back from the brink of disaster caused by the outgoing President, Farmajo, the hard job of restoring trust and faith between Federal institutions and Federal Member States begins.
Two points need to be raised here:

  1. Will Farmajo stay away from interfering in the electoral process to which he said he entrusted in the prime minister?
  2. Will Prime Minister Roble play fair in handling issues raised by Puntland and Jubaland with regards to thorny constituency issues and need for the independence of Federal Electoral Commission?

Farmajo is still the commander of the armed and security forces. It is to be seen how he would behave in keeping the forces politically neutral with regards to the electoral process.

Hawiye opposition leaders (mainly Council of Presidential Candidates, CPC) have organized militia and portion of residents of Mogadishu in their attempts to challenge Farmajo’s illegal extension of mandate in April 12, 2021. Would they scale back and demobolize these forces for political environment conducive to holding peaceful elections, or would they use this new anti-Farmajo movement for opportunistic political gains? We will know the turn of these trends in the coming weeks. But, one thing still holds true: These elections will be taugh and rocky. This is a price to pay for democracy.

THE MAIN TAKEAWAYS FROM FARMAJO’S SPEECH LAST NIGHT

Farmajo addressing the nation last night

Despite putting out brave face with his usual fake populist messages, talking indirectly to what he perceives as his political opponents in Puntland and Jubaland, and in contradiction to his claim of addressing the nation, here are the main takeaways from his speech, which was embedded in solemn sadness, showing deep personal stress and anger:

  1. Return to the talks with Federal Member States on the electoral impasse on the basis of September 17 Agreement, 2020.
  2. Reference to the House of the people, whose mandate had expired in December 2020 (he still didn’t get it or decided to keep violating the constitution).
  3. Recognition of the statements issued by his allied Federal Member States of Galmudugh, Hirshabelle and Southwest, and Acting Federal Prime Minister Roble – surprising new political developments that acted as the straw that broke the camel’s back.
  4. Acceptance of the inevitable reality demanding holding elections in Somalia
  5. Avoidance to recognize the tremendous domestic political pressure and diplomatic isolation from world community, realities he had tried to hide from the same people he was claiming to address and inform. It was foolproof for all to see.

To paraphrase it, in a nutshell, Farmajo has accepted political defeat last night, while he was trying not to say it.

Having said that, it is hard to predict what Farmajo and his co- conspirators would do next. We wait to see it. It looks, though, that they have reached a point of no return.

PS: opposition leaders are disappointed that Farmajo didn’t go far enough to come clean from the political mess he had created.
