Political ramifications in the appointment of the new Prime Minister

External impact

It is clear that somali politics is governed by clan interests (internal) and international community interests (external) which is represented by USA and its strategic (European+ Zionists) and tactical (Turkey) allies. Balancing the differences between these external powers which are competing for influence is now posing a great challenge to already clan troubled somali politics .Thanks to Turkish positive gains in Somalia after it was left alone and considered as a cancer in the horn of Africa by the very international community that is in full gear now. The two power offices now seem to be reserved for USA and its strategic European allies. The new PM, like his predecessor, worked with INGO run by Scandinavians which have huge oil interests in Somalia. That said, Turkey will need to intervene strongly (military and diplomacy) to protect its strategic alliance with Somalia. I believe that former PM was fired not only because of his incompatible internal politics, but also his failure to palance between external influences. European know that better than any one else and that is why, presumably, Farmajo was pressured to appoint another Scandinavian trained PM but was left optional which clan he should hail from.

Internal Impact

The fact that newly appointed Prime Minister, Mohamed Hussein Rooble, is publicly unknown figure is sure a concern for some political analysts, but does that make much sense? well, let us not forget that President Farmaajo has previously appointed Kheyre which was successfull despite being unkown figure in politics. It is true he doesn’t have much time but the timing itself is much more important than its duration. Will he differ? Time will tell, but first, let us critical analyse it.
The new PM is from “Habargidir clan” which is known for its fierceness in the battle in the civil war. However, much has changed, since then, that finally brought the clan, not only be marginalized from politics by his own hirab tribesmen (Mudulood) but also expelled from the capital to its original stronghold. It all happened because of bad leadership of its own clan. Now, it is new downing for the clan to change the course of its way towards making its positive foot prints in somali politics. Having said that, the new PM has huge challenge, not only from his own clan base which sees him as a henchman for the president, but also from Hassan Sheikh (Damujadid turned mudulood politician). These mudulood headed opposition group will try hard to derail the roadmap of the new PM.
If recent close consultations of habargidir clan with the president indicates us any thing, the new PM will convince mudulood clan and seize the opportunity to make impact greater even than his predecessors.The PM designate will not only ensure the election is successfully conducted freely and fairly under his watch but also disrupt and neutralise the dominant mudulood opposition alliences. Damujadid sees itself as Hawiye saviour while it sees NN as Darod saviour, while, in fact, it grabbed the power, marginalized others and used habargidir against its own neighbour in mudug region. Will Damujadid win their dirt game again by enticing clan slogans and triger communal fighting through their henchmen in the capital and Puntland state, particularly, Galkaio. Finally, the new PM’s internal political success will depend on how he will form the new cabinet minsters and how that plays out in the capital, Mugdisho and his regional stronghold, Galkaio. Any slight miscalculation will cost him dearly, not only in his short term job as PM but also any future matchup between the two head of states.

WITH THE NEW APPOINTMENT, PRESIDENT FARMAAJO STILL REMAINS THE REAL PRIME MINISTER AFTER DISMISSAL OF KHAYRE

The newly appointed Prime Minister, Mohamed Hussein Rooble, has neither the time nor the experience to make any difference in Somalia’s situation. If he accepts the offer and gets confirmed, he will not go beyond on-the-job training exercise during this short period of time before the general election – unable to have the chance to be his own man, let alone to bring new blood to the Cabinet. He will heavily rely on President Farmaajo for directions and advice; a situation that makes the later the real Prime Minister.

The Prime Minister designate will be lucky to earn national recognition if the election is successfully conducted freely and fairly under his watch, an unlikely scenario under epidemic corruption in the country.

By appointing a publicly unknown figure as Prime Minister, President Farmaajo has successfully secured one of his priority goals: Grabbing the executive powers from the Cabinet; the 2nd one being getting re-elected. Let us watch whether his 2nd priority defies the Somali Political Doctrine that stipulates ” No 2nd Chance for a president”

The New appointment, however, is a slap in the face of those suffering from “GOOFKA Syndrome” because of their proximity to the Capital City, Mogadishu.

Since this article was posted, there have been unconfirmed social media stories playing out that the Prime Minister Designate has not been vetted adequately with rumors of his past mistakes. FOR PRESIDENT FARMAAJO, THE PM POST IS UNNECESSARY CONSTITUTIONAL BURDEN

This article has been updated with new minor editing.

NOT appointing a prime minister, even not withstanding the constitutional and traditional imperatives, is consistent with President Farmaajo’s wrong-headed political thought that Somalia’s federal arrangement is an inconvenience to his tinpot dictatorship tendency; he desperately needs to wrest executive powers from the Cabinet. By appointing a care-taker Prime Minister, he believes he has expanded his presidential powers to have the ultimate say in executive decision-making process in direct violation of the Federal Constitution.

By arbitrarily delaying the implemention of this constitutional mandate to appoint the Head of the government, he also thinks that he is strengthening his negotiating cards with the heads of the FMSs and associated clans desirous of securing PM post under traditional clan rivalry.

Despite the above, perhaps on an educated guess, or critical analysis, the appointment of a new prime minister would put many people off balance within Somalia’s body politic, which could turn the limited public relation skills of the President in disarray, and therefore unable to address the ensuing clan upheavals at this critical moment of political loggerheads and gridlocks in Somalia’s governance.  This is a fear factor on the part of the President observers would have to take into account.

SOMALIA: WHAT ARE WE TALKING ABOUT HERE? 

Are we talking about a nation-state, sovereignty, national boundaries, national interests, national identity and geographical location, or grazing areas and water-holes for nomadic and wandering clans? I don’t get it. Do you?
How could we build or pursue anything together without answering this fundamental question?

There is a fierce fighting raging on in Somalia for decades without knowing what is it all about? How do you reach at solutions to your problems without knowing what is it that is bothering you? How could you seek help to alleviate your problems if you don’t feel where your shoes pinch. If you pay attention a little bit to the Somali situation, you get a bit suspicious of whether these “bunches of clans and sub-clans” are normal human beings or not – that they could be readied to ever move forward as a society in the 21st century. Some readers may get nuts at the author of this note for being that blunt and remotely politically incorrect. This author, however, believes that to call the spade a spade instead of being hybocritically dishonest is all that Somalis need in the way of their salvation.

Not even two persons of their supposedly urban and educated invidivuals could agree on a simple chat on issues of common interests. Nobody could fathom what they are fighting for, or disagreeing against. How could you help a wandering generality of people?

WHY SOMALIA SHOULD BE A CONFEDERAL TRIBAL MONARCHY

It is a long way to the road to democracy for clans to establish a functioning modern state, for tribal society is still in the primative stage of human develoment. As such, Somalis are still incapable of keeping up with regimes, standards and legal frameworks to pursue settled existence, and not knowing yet human and property rights. Under this rudimentary and early stages of human civilization, understanding sense of justice is stillborn, therefore savagery plays prominent within the general public, nominal and artificial institutions of supposedly to be a local or national government. The dystopian theory of Soviet Marxist leaders that certain feudal societies could by-pass capitalism to jump to socialism, using the experience of Soviet Union applies here: You cannot build a modern democratic state out of still primative nomadic tribes, whose members couldn’t know the difference between what is theirs and what isn’t. Think of what they could share publicly and protect it collectively?

A system of constitutional monarchy would bring stability to the fluid and volatile clansmen, until they learn discipline and the rules of the road on peaceful coexistence with one’s neighbors. For Somalis, it may take centuries to arrive at that phase of human growth. At moment, they only understand the rule of strongman and his inherent power abuses. They love “Madax-Ka-Nool” ( One-man Rule).

HOW MANIFESTO GROUP AND MILITARY REGIME OF SIYAD BARRE LED SOMALIA TO RUIN

Have you ever asked yourself why it has been a daunting task to put Somalia back on its feet again? Obviously, there are as factors and reasons as anyone with an opinion could think of.  First of all, I think that a nation is built on national aspirations with commitment based on self-confidence and collective sacrifices. In other words, in the absence of public self-confidence and trust among the members of the society,  it would be difficult, if not impossible, to build a sustainable nation-state.
There was  a tipping-point or turning-point, so to speak, for this national malice in Somalia kicking in and developing roots in the Somalia’s popular psyche. It was during the rise of 1990 Manifesto Group of Elders and their open permission to foreign influence and meddling in the internal politics of Somalia, and refusal of Siyad Barre to listen and compromise in the best interest of his country. Since then, Somalis had lost trust in each other, condemning themselves to perpetual interference of foreign powers in their internal deliberations. The result is that the Somali character had developed split-personalities – One suspicious for his fellow countryman and one receptive for his foreign interlocutor. Shinning example of the subject is happening now before your eyes in Mogadishu with US Ambassador Donald Yamamoto arms-twisting the so-called Somali leaders; EU keeping up financial pressure on them and IGAD faithfully serving their financial pay-masters on AMISOM project. Think about it: These foreign diplomats are talking to the Somali leaders on how to resolve Somali problems! Think of an independent nation-state!?

Many of us are too tired to keep reminding Somalis of the indispensable need for genuine national reconciliation as a first priority in recreating Somalia. Doing the same policy mistakes and wrong priorities over and over again would keep the likes of President Farmaajo in perpetual vicious circles. It is not too late yet, though, to rethink Somalia.

POWER CORRUPTS

A group of us, mostly friends, colleagues and more, came to chat recently on Somali and Puntland political issues, unplanned in a typical Somali round-table ad hoc fashion. The informal discussions were going to all directions and corners of important issues, when suddenly one Said asked the question: “Why do good people turn bad once in power?” It was an open Question to all. None of us, however, had examined whether the premises of the question were sound, to start with. None answered the question satisfactorily, for a politician is everything but good. None of us also remembered the famous quote “Power corrupts and absolute power corrupts absolutely”. And none of us had acknowledged the fact that a politician in power isn’t necessarily a leader or vice versa.

Other questions raised at the table included: “Who could tell what Puntland President Said Abdullahi Deni would bring to the table in Mogadishu talks between FGS, FMSs and IC? Would he be able to articulate Puntland case, not to mention about the bigger picture of moving Somalia forward?” The consensus was that President Deni’s style of leadership is that He Alone was “All-Knowing” and he sees no need for institutional or expert support; that he was one-man show aided by teenages and body-guards for his daily governmental  operations.

None among us was sure what President Said Deni want out of current Mogadishu talks – to forget about the expectations of the people of Puntland, and raising their political awareness of the issues at stake.

One gentleman among us was impressed by the lately inclusive politics of Jubaland President, Ahmed Madoobe, in utilizing all Jubaland human resources available, including his presidential rivals, experienced politicians inside and outside his cabinet and subject matter experts, while President Deni was acting like lone gunman in consequential interactions with FGS, FMSs and international community.

We can only hope for good news for  Puntland from our “All-Knowing” President, Said Abdullahi Deni.

HOW TO RECEIVE HEADS OF FMSs in Mogadishu

The issue of protocol reception for the heads of FMS by the Federal Government officials was raised during TFG Administration, at least, by those of us, who were available, on the sidelines, to offer an advice to the Government.

While we were at it, the President of Puntland, General Adde, flew to Mogadishu to meet with Abdullahi Yusuf and Mohamed Ali Geedi then. We suggested that a number of TFG ministers receive the President of Puntland. Mohamed Dheere was the Governor-Mayor at the time. He went to the airport to receive the General on his own.

In this case, the FGS obviously considers Banadir Governor, Omar Flish, to be the Counter-Part to a President of a FMS, since Banadir Region was a party to FGS-FMSs negotiations. In this context, I think there is nothing inappropriate in today’s Mogadishu receptions. It could be a bit better upon goodwill by the FGS.

But, the people of Puntland had been deeply impacted by the dictates of two decades of one-party legacy and intolerance to opposition that had been instituted and taken deep roots in the minds of people. Don’t be surprised if you see Puntland political figures and parties attacking one another publicly, instead of welcoming unconventional views and diversity of political opinions.

The Alternative To “New NN Policy”

Flash back to Ismail’ old post (Banadir Political fallacy, Sept 2, 2019) that reflected Hawiye/Banadir Region’s political dominance as being serious obstacle to any national unity, reiterating it as Somalia’s political failure was very true and the “New NN Policy” noticed that obstacle now. My response to that post then, in which I recommended Mudug politicians to take the lead, was also true in its essence that these people and their strategic position in Somalia, have what it takes to move Somalia to a new level. The New NN policy in the plan now is to have a Mudug politician, particularly hailing from Galkaio as the new PM to spearhead its political agenda. What I also would like is that “the would-be PM” forms his new cabinet that too include a minister (Internal Affairs) from Galkaio, who is decently influential, not corrupt and has the leverage to reconnect and act as bridge between Puntland and the Federal Government. I hope the “New NN PM with solid consultations with the President will do the right steps to ensure that Galkaio gets the right politician that will not only lead it into political stability but also support its planned mega projects that will eventually pave the way it to be the next potential Capital City of Somalia
