FOUNDING PUNTLAND STATE CHARTER

Article 5
Fundamental Rights
Every citizen of Puntland shall enjoy fundamental rights and freedoms, including:
Equality before the law.
Protection of life, liberty, and dignity.
Freedom from unlawful arrest or detention.
Freedom of movement.
Freedom of expression within the limits of the law.
Freedom of religion consistent with Islam.
Freedom of assembly and association.
Protection of private property.
The right to education.
The right to work.
Equal opportunity in public employment.
Access to justice before independent courts.
Protection against discrimination.
Respect for privacy, family, and the home.
The right to participate in public affairs.
These rights may only be limited by law where necessary to protect public order, morality, national security, or the rights of others, and any such limitation must remain consistent with this Charter.
