AL-SHABAB HAS NO FOOT-HOLD IN PUNTLAND

Those who worry about Puntland with regards to terrorist activities need to be briefed for they lack basic information about Puntland stability and security situation. Al-Shabab has no support among the residents of Puntland and therefore the extremists have no foot-hold in urban centres of the State, unlike South-Central Somalia. There may be certain and limited sleeping cells here and there, which may carry out occasional assassinations.

Security forces already have enough detailed information on last night’s terrorist operation in Garowe, and this would lead to swift security operations that may uncover other leads that enhance the State’s capacity for counter-insurgent competency.

It isn’t about the incident that happened in Garowe this evening in which current and former officials were targeted and badly wounded, for it could take place anywhere, but the security reaction by Puntland Government would have to counter this new wave of terrorism in urban centres of the country, now that even the Capital is under attack.

1. Unemployed youth IDPs. They are security threat

2. Domestic animals: unattended goats and cats. They are nuisance in the city.

There are rumors circulating among the masses in Somalia that the virus doesn’t survive in hot weather, it doesn’t affect Muslims, that any disease bound to happen to you, would happen to you anyways, it doesn’t matter whether you are a in crowd or alone at home, that if affected, you can treat it in simple home remedies like eating honey and hot milk, among using other similar lay man’s advices.These fallacies are dangerous to all of us, and should be called for what they are.Coronavirus is a flu that affects everybody like common cold get into the human body in more severe manners that attacks your respiratory system to make your breathing difficult and eventually destroys your lungs, leading to death in some people, especially older generations whose immune system is weak and already struggling with other ailments.The best remedy to curtail the spread of the virus is to minimize bodily contacts with other people. This is what they mean by the expression “social distancing” to stay at home as a way of quarantining or isolating oneself.Of course, there are ways and home remedies to beat the virus, if affected. Among them, have enough food at home with plenty of liquids, water and lemon especially. YOUTH SKILLS TRAINING BADLY NEEDED IN SOMALIA

When Col. Qaddafi came to power in a military coup in Libya decades ago, he created what he called “Revolutionary Committees. These were councils of unskilled youth to run and protect his tyrannical regime. They had neither the skills, experience nor knowledge of the history of their country. They were groups of unemployed and school drop-outs, who were carried away by the deceptive slogans of Qaddafi on the evils of imperialism and colonizers, while the country oil industries were ran by experts from foreign lands, from the very same imperialist nations. His youth policies crippled the nation.


Despite the immense oil revenue, the country had no native talents to rebuild and modernize. Foreign workers were brought in to fill the gap. Visitors to the so-called “Jamahiriya” or “People’s Rule” experienced Libya’s total lack of private and public services. In Libyan Jamahiriya nobody knew what was going on and who was doing what. Tripoli Airport had no porters, no taxis and no other public transport. There was no one word other than Arabic spoken or written for directions of foreign visitors at airports. There were no interpreters at airport – a total anarchy and confusion at all entry points of Libya. Visiting foreign dignitaries had to stand in-line to sort out their luggages, collect and carry them in person in a chaotic environment at luggage claim spaces, while protocol limos and their drivers wait for them outside the gates of the airports, with no basic instructions to help out Libyan Government guests. There was no one to help them in this dystopian land they had found themselves in. 


There was only one name allowed to be said in the severely censored government media: Muammar Al-Qaddafi. No other name of a Libyan official could be said or written about in Libyan Jamahiriya. The streets and walls of buildings were awash with the technicolor photos of the ‘Leader of the Revolution’ in fancy tribal and military customes. If it became necessary to mention about any other official of the Libyan State in the media, only official title of the department head concerned could be said like the Secretary of the Foreign Bureau, no personal name of the official should be mentioned. TV and Radio newscasts were off-limits to any person’s name other than Qadaffi. There was none of private media.


Libyan youth became dumb, stupid, illiterate and unskilled for life-time, still brain-washed to the effect that they ruled the country through Revolutionary Committees of youths. 


This was Qadaffi legacy of fictional Jamahiriya and the “Green Book”, the so-called Qadaffi’s Universal 3rd Theory” of political economy, a third way between captalism and socialism, primative propaganda slogans of Qaddafi’s meglomania.


The moral lesson of this story is that a country has no future if it fails to train its youth for leadership and multifaceted skills of today and tomorrow. I am concerned. Somali youth aren’t being prepared for the challenges ahead.

Today’s Headlines March 23, 2020 Clashes along party lines have stalled a relief bill aimed at getting the U.S. through the coming weeks of the coronavirus crisis. TOP STORIES The Fight Over a $1.8-Trillion Lifeline As experts warn that the full effects of the public health and financial emergencies stemming from the new coronavirus are only beginning to be felt in the U.S., congressional leaders and the Trump administration say that urgent action must be taken to pass an enormous financial rescue package. But over the weekend, they struggled to find agreement. The bill, which totals about $1.8 trillion, is intended as a bridge to get the country through the worst of the crisis over the next eight to 10 weeks, with the possibility of further spending later if the emergency continues. But several key issues have proved to be sticking points, including how much money to provide state and local governments and how much authority to give administration officials to decide which major businesses to bail out. Job losses are rapidly growing, and after big declines in U.S. financial markets, investors’ nerves are raw. Galkayo is a rotten city whose residents see no action, compassion or justice for the daily murder of its best.

“Alle hawnaxariisto” with no action, investigation or pursuit of justice is now their way of life in cowardly existence. People of Galkayo, shame on you! Even if teenage girl is raped and murdered, they would say “Alle hawnaxariisto alone, disarming themselves of any further action.

Incidentally, most of these murders happen publicly before their eyes without immediate retaliation by anyone armed with a rifle and pistol. Promptly, they all look the other way. This is beyond cowardice. This is beyond insanity. This is stupidity and low life. This is blasphemy without even noticing it.

The question to the residents of Galkayo is: How would they expect to keep their best in town of such ugly and dangerous security and personal safety record?

Residents of Puntland should know that no government authorities could successfully maintain law and order without citizens’ support. They can’t have both ways. They would either fall as victims of violence or support the government to stay free and alive.

What kind of government Puntland is whose citizens are slaughtered every day without investigations, arrest of murderers and effective administration of justice. Incidents of this kind happen everywhere in the world, but the difference here and there is that authorities take actions to bring perpetrators to justice, no matter how long and whaever it takes. How come killers get away with such scale of massacres in Puntland cities for years? This is a huge scandal in the security sector of Puntland Government. Puntland Government, as a matter of top priority, should meet its constitutional responsibilities to protect citizens from lawlessness and violence. Nothing else is more important than protecting lives. Moreover, a qaat-chewing officers, soldiers and policemen wouldn’t protect us from harm. All qaat-chewing security personnel in Puntland should be transitioned to summary dismissal from duties. They are security threat. A qaat-addicted soldier is a destitute person who can’t defend even himself.

MISBEHAVING FEDERAL MINISTERS

Members of Puntland delegates from Mogadishu to the recent Puntland Consultative Conference have been conducting a series of meetings and held a press conference in Garowe, following the conclusion of the Conference. While they were free to express their opinions on the outcome of the Conference, it appears they were in conflict with their status as invited Puntland delegates. They were acting as members of a Federal delegation to Puntland to conduct talks with Puntland Government. That position goes contrary to Puntland’s invitation extended to them as Puntland’s delegates to the Conference.

By their own political activities here, they have been exacerbating Puntland difficulties and concerns in working with the leaders of the Federal Government in Mogadishu.

Speaking for the Federal Government, these ministers were expected to play diplomacy and softpower to win over the people and leaders of Puntland. Instead, they have embarked upon acusations and undiplomatic approach to criticize the outcome of the Conference, whatever valid reasons they might have had for being unsatisfied with Congress final communique.

Farmaajo Administration would be better advised to recall these ministers before they do more harm than good in bilateral relationships urgently needed to fix

Grim milestone: Italy’s coronavirus deaths surpass China’s

ROME – Italy marked a grim milestone Thursday as its number of deaths from the rampaging global coronavirus outbreak surpassed those in China.
The country’s death toll hit 3,405 as of Thursday, an increase of 427 compared to Wednesday, according to Italy’s Civil Protection Department.
Italy has been staggering under the effects of the pandemic for weeks. Hospitals and even some morgues in the hard-hit northern Italian city of Milan are stretched beyond capacity.
Health officials are searching for new ways to get more doctors in the field, ranging from calling recent retirees back to work to rushing as many as 10,000 soon-to-graduate students into low-leverage situations before they finish with exams as a way to free up more experienced colleagues

It was a learning experience for the people of Puntland, who have been shut out of political discourse and public debates for so long.

In conclusion, Conference was a step forward to call for revision and re-negotiation on the state of Somali affairs.
Some Puntland representives in the Federal Government and a few of traditional leaders showed lack of understanding of their constituency’s concerns and aspirations due to their naivete in Somali politics. The Conference was a learning experience for them, if only they were ready to re-consider their unrepresentative political views.

PROBLEM SOLVING

There are two approaches to problem solving:

To whine and complain about the existence of a problem, leading to doing nothing about it.
To think positive and look for solutions leading to taking concrete action.

The 2nd approach involves in defining objective or desired outcome, case study, compiling alternative solutions and carrying out concrete steps or actions to reach that defined objective.

The 1st approach is associated with the circles of debate or arm-chair fighting (Fadhi-ku-Kudirir in Somali).

The 2nd approach comes from the circles of influence planning for taking real action to solve an existing problem instead of complaining about it.

I noticed that most Somalis belong to the circles of debate. Most existing problems in the country don’t get resolved because of that attitude to problem solving.

But, please take note that when debating on issues and trying to solve problems, there will be always conflicts of ideas. Management of these conflicts is key here.

A STILL UNBORN AGENDA OF PUNTLAND CONSULTATIVE CONFERENCE

Where is the assessment of Puntland State performance in historical perspective? How to get out of “Madax-Ka-Nool Trap” in running Puntland State machinery? Where is commitment to reforms of Puntland public institutions and smooth delivery of public services? Where is commitment to solutions to fight systemic corruption and looting of public funds and resources?


A shining example of public corruption. I happen to visit Garowe General Hospital yesterday with a friend with broken shoulder. We had an x-ray done in a private clinic, Qaran Hospital in Garowe. We were referred to the General Hospital to consult with a Russian speaking orthopedic doctor. One of the options this doctor advised us is to wrap the patient’s broken should with a bandage to restrict the movement of the arm for a month long. Guess what happened next? There was no bandage to find in the entire Hospital.


Moreover, the expatriate Russian speaking doctor doesn’t speak English and the Hospital doesn’t have an interpreter there. I ended up acting as a Russian interpreter for the medical staff of Garowe General Hospital for the day as I speak fluent Russian. I found out that there is no a single dialisis machine in that hospital for patients with kidneys failure. That is why many Puntlanders are trapped permanently in Hargeisa or Mogadishu. This is an unacceptable situation.

In the end, I had to take my injured friend back to Qaran Hospital with the advice of the Russian orthopedic. 
Qaran medical staff were surprised to learn that the government hospital didn’t have a simple thing as a wrapping bandage. This is why Puntland patients go to Mogadishu or Hargeisa for their medical care. The sad situation is not exclusive to Garowe General Hospital. It is all embracing scenario in Puntland public service.


The Agenda of Puntland Consultative Conference should be addressing such abysmal situation in public services, necessary reforms and solutions to epidemic mal-administration and lack of over-sight and planning.


We cannot go on endlessly to point out all the problems people of Puntland are facing now, but now, one has the idea of what went wrong in the past 21 years of Puntland existence.

WDM BREAKING NEWS

IS IT TOO EARLY TO EVALUATE PUNTLAND ON-GOING CONSULTATIVE CONFERENCE? WHAT ARE THE INITIAL TAKE-AWAYS FROM DAY ONE?

Some of the opening speeches, including President Deni’s speech, were good and adequately captured the spirit and historical background of the foundation of Puntland State and its stated mission, founding principles, policy objectives towards re-instatement and re-construction of the failed state of Somalia.

Delegates to the Conference seemed to be highly selective, acquaintance and name-recognition based and through social networking, apart from the traditional leaders and political groups.

Little acknowledgement and recognition were extended to the Founding Fathers of the State.

Plans on how to conduct the deliberations to solicit for maximum inputs from the delegates were kept in the dark and unknowable. How the Conference agenda would be drawn up, however, has created an uneasiness and concerns among the Conference delegates and Puntland general public alike.

Interest groups dominate the composition or list of delegates.

Day One of the Puntland Consultative Conference so far seemed audious in appearance, but troubling in substance and what to expect as an outcome.

The policy and fundamental constitutional differences between the leaders of the Federal Member States and Federal Government were being down-played with a few passing indirect and mild criticism at Federal Administration.

It appears that the Conference is authority-driven rather than one being led by people’s congress.

The Venue, Conference Hall at Puntland State University, was unbearably hot and unventilated, making every sitting delegate to seek and grab a booklet to blow his/her face for a cooler hand-powered breeze.

Is it too early to draw any conclusions from Conference proceedings from Day One? Stay tuned.

Postscript: if the above is the agenda of the Conference, it is laughable and a joke. It would be a waste of opportunity and disservice to the people of Puntland.

AN ATTEMPT TO DISTORT HISTORY IN SELF-DEFENCE

Ask Amb. Ahmed Awad about an iota of contribution Abdulqasim Arta Government had made for Somalia. Instead, he should be talking about the role he personally played during the formation of Arta Faction in destabilizing a still nascent Puntland State, on behest of Ismail Omar Ghueleh, Abdulqasim and Ali Khalif Galayr.

Arta Faction leader, Abdulqasim Salad Hassan, in which Mr. Ahmed Awad had been serving did harmfully what even Mogadishu Warlords of Aydiid and Ali Mahdi shied away: Disturbing the gentleman’s Agreement during the Civil War not to disturb the few remaining diplomatic corps in Somali Embassies still operational in some countries, mostly Arab countries, by trying to staff with his own cronies. By doing this, Abdulqasim had effectively destroyed what was left of Somalia’s spoils of the Civil War.

He still refers Arta Faction as the 3rd Somali Republic, when people know this Federal Republic is the 2nd. Thus, he believes military coups create republics. Military coups overthrow existing governments, not found republics as General Siyaad Barre did in 1969. The First Somali Republic lasted until 1991. The 2nd Federal Republic of Somalia was founded in 2004, in exile in Mbagati, Kenya, and continue to exist today.

Further, he either ignores or shamelessly doesn’t know the official name of Puntland State of Somalia ( in Somali, Dawladda Puntland ee Soomaaliya) by repeatedly hearsing “Dawlad-Gobolleedka Puntland”. He could simply said, Puntland State (Dawladda Puntland or Xukuumadda Puntland). He sounded like a resident of Banadir Region new to the correct names of the Federal Member States. A Puntland State official could feel awkward to correct him without causing him an embarrassment. His bosses don’t know any better for they wouldn’t have endorsed his skewed historical credit to defunct Arta Faction.

Postscript: For the benefit of those who arn’t familiar with the history of the case, it took several countries and many Somali statesmen to persuade Mr. Abdul Qasim Salad Hassan, after a distant defeat in Mbagati Presidential Election, to shake hands with late Abdullahi Yusuf, and accept reality. There was no transfer of power as there was none, not even TNG documents.

According to Minister Ahmed Awad’s thinking, if Suudi Yalaxow were to overthrow N&N Government today, he would name it “The 4th Somali Republic”.

Life is about choices.Today it was that choice for me to attend the affairs of a friend, who accidentally fell and broke his shoulder or go to participate in the Garowe Consultative Conference. I have chosen the former and felt good about it.

PUNTLAND YOUTH UNEMPLOYMENT

Unskilled persons are mostly unemployable in any sector of the economy in any given country or society. This is what is happening in the state of Puntland. Puntland employment situation is both sad and funny – you don’t import housemaids and hotel cleaners to a country where unemployment rate is double digit.

It will take concerted and sustainable efforts on the part of both public sector and private employers to intervene in the abysmal state of affairs to rectify the widespread youth unemployment in Puntland. Skills training also includes changing prevailing social attitudes towards employment and doing away the culture of dependence to impress youth with the dignity of having a job and the importance of financial independence. Everybody has an important role to play here: Parents, government, local NGOs to address this pressing issue.

At moment, service, construction, fishing and farming industries suffer heavily due to unavailability of locally employable natives. These industries are trying desperately to attract non-native workers from other parts of Somalia and beyond, including Kenyans, Ethiopians, Yemeni and even Indians. The situation here resembles a Gulf Arab state scenario where thousands of expatriate employees run the economy. The difference is that there is no oil here at the present, although Puntland has more wealth than oil and gas: abundance of land for farming, huge livestock, unexhaustable marine resources, not to mention about the potential for also oil, gas and precious minerals, reportedly all rare metals.

Puntland can immediately kick-start fishing, leather and salt industries with minimum capital investment, employing thousands of youth currently unemployed.

Huge opportunities exist here. It requires local awareness, vision and commitment by all concerned.

THE STORY OF DHAWEEYE

DHAWEEYE or Uber Taxi Service is a very strange phenomenon to Garaad Abdullahi Ali Eed, one of the most respected Tradional Leaders in Puntland. Garaad Eed who is staying in Garowe these days shared his experience
With the new services the other day.

The Garaad wanted to go somewhere in the city in a hurry. He couldn’t wait any longer for his chauffeur- driven vehicle. He decided to take a taxi. His young helper recommended and volunteered to call an Uber service instead. The Garaad couldn’t understand the young lad’s advice, but gave him the go ahead anyways with the call.

Within minutes drove in a nice and luxury medium-sized Salon to pick up the Garaad. A clean and nice looking young man was sitting behind the wheel.

Seeing how young the driver was and conscious of and concerned about his own safety and security, the Garaad had reluctantly boarded the car together with his helper.

Upfront and immediately before he drove off, the Dhaweeye kindly offered a fresh and cold bottle of camel’s milk to the Garaad. Surprised at this unexpected courtsey gesture from the strange driver, the Garaad politely declined the generous offer. The Garaad, however, felt safe and comfortable during his short journey with the new service of DHAWEEYE.

Dhaweeye or Uber service is a very convenient taxi service widely available in all major Puntland cities. There is even DhaweeyeApp downloadable on the Internet. On average, one way ride in Garowe costs $1.5. Waiting time is normally less than 2 minutes.

The Somali word “Dhaweeye” literally means a destination reducer.

WDM HEALTH ALERT

WDM alerts the organizers of Puntland Consultative Conference to be held tomorrow, March 15, 2020, at Puntland State University Conference Hall in Garowe, to get prepared and screen Conference delegates at entry gates for symptoms of contagious diseases, including Coronavirus.

Many delegates are scheduled to arrive Garowe by air from overseas countries, which reportedly, had cases of the infection. They should be thoroughly checked and screened at Puntland airports upon arrival as a matter of health priority.

Medical isolation rooms for possibly affected persons should be in place in town and at airports before the Conference starts.

A contingent of health professionals and security units should be employed to handle this vitally important exercise to protect the entire people of Puntland and Somalia from the pandemic.

The World Health Organisation, WHO, has recently declared the Coronavirus a “Worldwide Pandemic”. Accordingly, Puntland leaders should be considering this issue seriously and take up leadership role to protect the country and population.
