REPEAT THE RISE OF UNION OF ISLAMIC COURTS (UIC) IN SOMALIA

Given the dysfunction, disarray of FGS, and infiltration of Alshabab into the rank-and-file of security apparatus and all public institutions of the fledgling government of Somalia, it looks that there will be a take-over of Mogadishu by another phase of UIC. This time, it could be a bit more complicated for them as there are foreign troops in the name of ATMIS and other security industries of Blackwater type. But one thing is certain: FEDERAL GOVERNMENT OF SOMALA has been compromised and can’t be expected to operate and meet the security and governance challenges of the day.

Already, Alshabab is becoming bold enough to cut off movement of people and goods to certain regions, Bay and Bakool as recent example, attacking government and ATMIS military bases anywhere in South-Central Somalia and continue to extort and blackmail defenseless population there by establishing a parallel government with its own kangaroo courts.

One may ask as hindsight where was President Hassan Sheikh Mohamud during the rise of UIC and Alshabab in Southern Somalia then? An advisor to the leaders of UIC in Mogadishu?

Anti-democratic extensions of mandate is becoming fashionable in most Federal Member State (FMS) in Somalia. The Federal Government of Somalia (FGS) is reticent about the new political shenanigans by the heads of FMS. Silence on the illegal power grab could be interpreted as conniving with the power abuses in the FMS. Somaliland, which had never re-elected its Upper House in more than three decades and only twice in the Lower House, constitutes the most undemocratic entity and leads the pack of power grabbers in Somalia, followed by Jubaland, Galmudugh, Southwest and Hirshabelle. In the case of Somaliland, the Upper House (Guurti) has just extended its legislative mandate to yet another five-year term, thus becoming a parliament for life, and Somaliland, the mother of all mandate extensions. The President has extracted two-year term extension for himself by creating artificial constitutional crisis in Somaliland. Other FMS have opted for constitutional manipulations to prolong their stints and lives of misrule.

In Puntland State, public debates are raging in towns between supporters and opponents of democratic transition. Here at least the government isn’t talking about mandate extension. There are people among the debaters, though, who say cynically or in good faith that the idea behind One Person One Vote planned in Puntland State, is to seek extension of current administration’s term to finish up the process. They say the taste of pudding is in the eating. Until that happens, let us keep the faith to see these elections through.

HAS US GOVERNMENT BEEN DECEIVED BY SOMALI CLAN POLITICS?

There is a strange and odd Somali saying of recent origin stating “a truth teller is shame teller”. But strange as it may sound, sometimes telling the naked truth is uncomfortable to people. This story is one of those stories when stating the fact is uneasy to both the truth teller and the audience. The issue here is that the President of the Federal Republic of Somalia, Hassan Sheikh Mohamud, has led a delegation of his own sub-clan to visit United States of America as official Somali state delegation. Although many members of his entourage of the same sub-clan have been denied US entry Visa, according to multiple independent sources, those junior officials who got through were Mohamud’s close aides, some of which are either distant relatives or his Damul-Jadid party associates, but still from same sub-clan.

I know the fact that many foreign officials dealing with Somalis since the failure of Somalia’s state in 1991 are weary of these clan nuances, and that there is no genuinely representive Somali person, but a clan member, according to them. Any foreigner, who had experienced Somalia’s mayhem, would ask you the question, “whose clan are you speaking for? You can’t speak for other Somalis or Somalia”. This is the tragedy of Somalia’s story.

Knowing this reality makes this story less scandalous and understandably less impressive as one could be tempted to ask, “what makes your story different from numerous other clanish bashing?” A vulnerability and Somalia’s weakness that foreign powers exploit to their advantage in handling Somali issues at personal, regional and national levels. This story is different because the facts are there in pictures and in substance that one cannot argue. This is unprecedented development in US-Somali relationships.

Whatever the issue here under debate, the purpose of this story-telling is not to create doubts in the minds of US policy-makers, but to help them engage better with Somalia and its government of the day. The intention here is also to expose malpractice in public services, and that US government and others should be weary of Somali clan politics, especially under the leadership of President Hassan Sheikh Mohamud.

Amazingly, most of his meetings in the US are at ministerial level. Being a micromanger is the trademark of HSM in politics. Remember, we warned about that in several earlier WDM articles. HSM, keeping this in mind, picked up his party aide, Hamse Abdi Barre, as the prime minister of Somalia.

One thing is noticeable in this Mogadishu Summit. Whatever the outcome, it has started with calm and businesslike. To some like Omar Finish and Guudlaawe, it looks boring though, judging from their body language. It is possible that they are irritated by the animated conversations between PM Mohamed Hussein Roble and those seated near him. Perhaps, that particular theme under discussion at that moment wasn’t their favorite, and therefore, doesn’t attract their attention. There could be other possibilities for their dull looking faces.

But one thing is sure, though – when the stumbling obstacle (Farmajo) to peaceful talks and political bargaining, was removed, things started to look normal. There is sense of relief that he is no longer in the equation in a meaningful way. So be it.

WDM EDITORIAL: WHAT DO YOU EXPECT FROM MOGADISHU SUMMIT BETWEEN FGS AND FMSs?

Among other positive outcome, we expect:

  1. A signing ceremony on the previous agreements and understanding reached on the electoral impasse.
  2. An official declaration and commitment to transparent conduct of free and fair elections in Somalia now and in the future. Attempts to extend mandates and any pretext to delay elections must be eliminated for good, based on lessons learned from Farmajo’s recent constitutional/security attempt at coup d’etat.
  3. Adherence to system of laws, monitoring violations and abuse of power by authorities with FGS and FMSs.
  4. Emphasis on the rescinding by Federal Parliament on the unconstitutional extension of mandates in April, 12, 2021.
  5. Prevention of any interference by Villa Somalia in the conduct of elections.
  6. The election must be run by an independent electoral commission agreed upon by all political stakeholders, including the opposition.
  7. Leaders of FMSs must be also prevented interfering in elections taking place in their respective states. Allow the will of voters to flourish and decide the future and destiny of this country. Let Somalia move forward. Let us be a nation-state and keep our place among world community. No other option. This is not only a national interest, but verily an existential necessity.
  8. Finally, we expect this summit to proceed in an atmosphere of peace and calm with responsible cold heads without resorting to settlement of scores and political shenanigans.
