PUNTLAND: ARE PARENTS SPOILING CHILDREN? AN ALARMING SITUATION

Garowe, April 19, 2019 – Parents in Puntland are unknowingly spoiling kids by not preparing them for workplace, and thus, disabling most of them to be of any use to today’s labour market needs, let alone preparing them for tomorrow’s high-tech jobs employers will be looking for. An average youth in Puntland doesn’t possess simple job skills, not even preparing a cup of tea for himself/herself, not to talk about helping parents at home in minor tasks like home repair works such as carpentry, fencing, TV resetting, player programming, family budgeting etc. Kids are like disabled persons to be fed and being taken care off on daily basis by parents, who never bother empowering children and teaching them lifeskills to be financially independent tomorrow. This is an alarming information to parents, employers, Puntland State and Somalia. Puntland students in schools are not encouged to seek summer jobs. There are barely vocational training schools here and no pressing need noticeable to me to establish some by the Puntland Education Department. Worst of all, every youth is contemplating about leaving the country to claim refugee status and seek opportunities elsewhere. One would advise refugee receiving nations, therefore, to come up with youth programs instead to curtail flow of refugees from Somalia.
Why am I focusing on Puntland parents and youth in this piece, instead of those in other parts of Somalia? You may find the answer below.
Let me share my observations with you. It isn’t based on thorough studies and statistics. But, here is what it is.

There is nearly zero employment of Puntland youth in the service and hospitality industries in Garowe, Galkayo, Qardho and Bosaso. Current employees were and are still being recruited from Ethiopian increasing migrant popualtion, Southwest State of Somalia, Northwest (Somaliland). Based on my obervation and personal inquiries, I found at last one restaurant waiter in Garowe, who told me that his mother, not father, was of Puntland origin, himself coming from Southern Somalia.

Mohamed is a young man of 20 years of age. He came to the restaurant of my hotel with his entire family members to lunch out the other day. He seemed very pleased coming to the restaurant for a rare lunch outside the home. While the family was waiting for their order, he came out to answer a phone call from one of his friends. He came up to a place outside the restaurant, where I was sitting, having a bottle of cold water. Upon finishing his his call, I had a chance to ask him a question: ” How did you enjoy the restaurant food here?” He said that he didn’t taste it yet, “but I think it must be good, if not better than our food at home. My Mam is tired of cooking and father decided to take the family here today” “Good for you”, I said. “By the way, do you know yourself how to cook and help your mother?” “Me! Even my older sister doesn’t know how to cook. My mother thinks she burns the house if my sister tries to help mother cook. So, she never learned cooking”.
Mukhtar works for one of the finest hotels in Garowe, relatively speaking. He came from Elbarde in Bakool, Southwest State. He told me he has to take care of three wives there. He couldn’t get any job opportunity either in Elbarde or Baydhaba, so he came to find employment here. “My only headache here is that I have to take time off from work and often rush to Bakool to attend a problem with one of my wives”
I used the services of Omar a few months while I was staying in a hotel in Galkayo, Puntland. Surprisingly, I saw him serving in a hotel in Garowe the other day. “ASC, CUMAR?” I greeted him. “ASC, ADEER” (peace be upon you, uncle), he greeted me back warmly. “How come you are here?” I asked him. “Galkayo is overcrowded now. There is a lot of young people from Somaliland looking for work. Wages are becoming less and less every week”.
Professionals in Puntland State like engineers, doctors, lawyers, accountants, etc are former retirees of the failed Central Government of Somalia. They are recent returnees, almost all came back from the Somali diaspora population. They aren’t getting any younger. You don’t see young professionals here. This is another clear indication that Puntland and parents are not producing the leaders of tomorrow in any fields of human endeavors. Serious situation, I would say.
Somali parents within the diaspora do not fair any better either. They had exported this domestic weakness with the kids overseas, perpetuated it to raise youth handicapped by the mailice of not preparing them for their future life at all. Too bad, one would say.
One more thing. Somali’s dictatorial repression and the following civil war had exposed our domestic weakness to the outside world. Historically, Somali overseas travelers were trained diplomats, students on scholarship and seamen, never had we had women and kids compelled to find themselves helplessly as refugees in foreign countries. This wave of refugees, unfortunately, didn’t have the social skills needed to survive in foreign lands. Somali women and youth suffered most in refugee camps, schools and at workplace. Moreover, they were not trained to be assertive against bullies and abusive foreign men. They fell victim to preying men. This is part of Somalia’s tragedies. Shame on all men in Somalia. Shame on people, who don’t hold their politicians/leaders accountable for yesterday’s abuses of power and today’s mal-administration

Sounds familiar?

Daawasho wacan.

PUNTLAND REPRESENTIVES ARE FOOTBALL TEAM WITHOUT COACH

Puntland is a state twenty years old with people as old as the Pharaohs of Ancient Egypt, but have no strategic plan towards Somalia or how to deal with the rest of Somalia. An Amazing story to tell, you would say. Puntland successive governments had never thought of its urgent need and constitutional mandate to work out a permanent state strategic plan good for the thinking and operations of every Puntlander in Somalia and worldwide to follow and keep in mind for generations to come: be it a member of the Federal Institutions or Puntland officials attached to a foreign or international entities or an individual living or working in a global village. It is really a common sense to do so if she cares about the well-being and progress of the state, her people and position in Somalia and beyond.

Do the federal officials and MPs representing Puntland in Mogadishu have a strategic plan to follow on Somalia and Puntland issues? How does Puntland government expect them to operate, under which guidelines other than the constitutions and their individual gut feelings do they carry out their mission, tasks and responsibilities?

“Sending Puntland Representatives to Mogadishu without a plan of action, thinking or guidelines is like sending Puntland Football Team to Mogadishu without a coach”, to use my friend Abdi’s football analogy. “It is like sending a team of untrained Puntland camel boys to play ball in Mogadishu”.

Moreover, Puntland State is also a mother having kids there, who has properties and interests in other regional states of Somalia. How would our representatives in Mogadishu, Kismayo, Baydhaba and Dusa-Mareb takle with issues of common and Puntland interest? What are the Puntland channels of communication with those supposed to be looking after her interests in those regions? Is Puntland operating blindly in the dark, or she has no idea of what I am talking about?

On the internal affairs, you would say, there is nothing wrong with Puntland State except it is caught up and locked in bad governance that prevents her from moving foward in building strong state institutions, not to mention about her playing a leading role in Somalia’s reconstruction efforts.

That is good as long as you think that good governance includes elimination of corruption and changing the permanent perception by some of its constituent regions that it is a state dominated by a few privileged clans, doing away its persisting vulnerability to insecurity and lack of economic expansion and business investment, low and poor quality of education and skills training, absence of constructive engagement with the leaders of fedgling Federal Government.

Reasonable Puntlanders are OK with this thinking. But, is that all Puntland State and her people could do to build a bright future for her next generations?

I would say with confidence that Puntland State is frozen in time and space. Let me give you some examples. Puntland Government has the same salary scale for its personnel as we started 20 years ago. Puntland Government uses the same clan/regional power-sharing arrangements for the selection of members of the House of Representatives as we launched it 20 years ago. Puntland Government fell back to rely on clan militia forces for its security, which we had moved away 20 years ago. 20 years ago Puntland had an independent judiciary, independent parliament, independent auditor-general and independent accountant-general. None of above Puntland institutions of government are independent today. It is a big deal and alarming facts to ignore. This is a critical factor, among many, that Puntland President has absolute executive powers in the absence of checks and balance (Madax-ka-Nool).

What to do about the situation? Good question! Let us debate objectively without any attempt to spin. Let me start with my take of things here with a by-line from Garowe. First of all, let us find out areas we can begin work right away:

1. To fight corruption and maintain law and order, restore the independence of those institutions cited above.

2. Have a competent, transparent and independent public service commission right away.

3. Establish state strategic advisory board or commission that act as government think tank or experts on working out strategic plan for Puntland.

4. Puntland regional clan power-sharing arrangements for indirect selection/election had hit dead-end. Let us begin democratization process right away, starting.with local elections first.

5. Streamline state departments to eliminate redundancy, duplications and inefficiency. Make a smaller government by cutting down cumbersome bureaucracy.

6. Know that the Finance and security sectors are the Achelles Heels of Puntland State.

The current Administration of President Said Abdullahi Deni is on the spot and hot seat to deliver on his election promises to avoid the bad legacy of his predecessor. People of Puntland have no alternative but to rise up against corruption and mal-administration of their public affairs. They have to meet the challenges of the moment.

Finally, it was said by others before us, who too had been there that people get the leaders they deserve. This insight and wisdom is still true as it was then. People may give their leaders initially the benefit of the doubt, but not a free hand to a politician to do whatever he wishes to without making sure that he or she must be held accountable to the people individually and collectively.

One good thing about the people of Puntland is that they never give a 2nd chance to their leader, let alone a bad one. If President Said Abdullahi Deni wants to come back to power in Puntland, he could so by popular vote through democratization process starting right now.

Advice About Possible Loss of U.S. Nationality and Seeking Public Office in a Foreign State

A U.S. national’s employment, after attaining the age of 18, with the government of a foreign country or a political subdivision thereof is a potentially expatriating act pursuant to Section 349(a)(4) of the Immigration and Nationality Act if the individual is a citizen of that foreign country or takes an oath of allegiance to that country in connection with such employment. Such employment, however, will result in one’s expatriation only if done voluntarily with the intention of relinquishing U.S. citizenship. Running for foreign office, even foreign head of state, is not a potentially expatriating act; only accepting, serving in, or performing the duties of a foreign office are potentially expatriating as described above.

The Department has adopted an administrative presumption that U.S. nationals intend to retain their U.S. citizenship when they naturalize as nationals of a foreign state, declare their allegiance to a foreign state, or accept non-policy level employment with a foreign government. See 22 CFR 50.40(a); see also 7 FAM 1200 (additionally applying the presumption to serving as an officer in the military forces of a foreign state not engaged in hostilities against the United States). Questions concerning whether a foreign government position is a policy level position should be referred to the Office of Legal Affairs for Overseas Citizens Services.

U.S. nationals employed in non-policy level positions with foreign governments are not required to take any action to retain their U.S. nationality if they wish to retain it because the Department presumes that U.S. nationals employed in such positions do not have the requisite intent to relinquish their U.S. nationality. An individual who is employed in a non-policy level position will only lose his/her U.S. nationality if he or she establishes clearly and credibly, by a preponderance of the evidence, an intent to relinquish U.S. nationality upon assuming or serving in such foreign government employment.

In cases where U.S. nationals are employed in policy-level positions, the Department of State will seek to ascertain the individual’s intent to retain or relinquish his or her U.S. nationality upon accepting the policy level position with a foreign government. An individual assuming such a position who wishes to retain U.S. nationality should state clearly to the Department or post that he or she intended to retain U.S. nationality. An individual assuming such a position who wishes to relinquish U.S. nationality may come to Post and follow the required steps to complete the Certificate of Loss of Nationality application process.

Cases involving service of a U.S. national as a foreign head of state, head of government, or foreign minister raise complex questions of international law and are reviewed by the Department on a case by case basis. Serving as a foreign head of state/government or foreign minister may affect the level of immunity from U.S. jurisdiction that a dual national may be afforded. All such cases should be referred to the Office of the Assistant Legal Adviser for Consular Affairs.

GAROWE IS NO LONGER THE SHANTY VILLAGE OF 1998

https://ismailwarsame.blog/2019/04/16/garowe-is-no-nonger-the-shanty-village-of-1998/

GAROWE IS NO LONGER THE SHANTY VILLAGE OF 1998

Garowe April 16, 2019 – In 1998 before the foundation of Puntland State of Somalia, GAROWE, the Capital City of the first Federal State of Somalia, was a squatter-like village of poor neighborhoods with no revenue or business income other than ladys’ stalls selling dark stale tea and street vendors of the stimulant green leaves, Chat, Kat, Qat, imported from Kenya and Ethiopia, from historically the neighbourhood enemies of Somalia, the only noticeable business life in the then dying village of Garowe, with no prospect for survival as even road travelers from Galkayo to the Port City of Bosaso didn’t brother to stop at for a few cups of stale sugary tea at street vendors ran by the ladies from the shanty huts along the main highway to Bosaso.
Most residents of GAROWE had left either to Galkayo or Bosaso where business activities and modicum of public service delivery were in their early stages of improvement Garowe had four places to spend a rough night sleeping on mats with blankets to shield off the dust and nuisance of swams of mosquitoes and persistant flies. They called themselves hotels and included the Daawad, Nugaal, Guureeye and Bulshaale. At least they had an abundance of mats to sleep on for their over-night staying guests.
In the village, due to shortage of business revenue, the two bigger sub-clan didn’t buy stuff from each other, only from their respective sub-clan clients. It happened so often that the teashop ladies failed to secure customers during the day and so, they pour lots of tea from thermos out into streets, feeding swams of flies and other insects, and thus adding to the problem of not staying on in Garowe. At time, there was not a single two-storey building in the village. It is an amazing story to tell that Garowe City today is dominated by sky-scrapers and modern city towers of the 21st century equipped with lifts and state of the art restrooms. I didn’t see swimming pools as yet, but don’t get surprised if you would find one soon to cool off from the burning heat of 40 degrees Celsius.
Enter the establishment of the State of Puntland. The first smart move the residents of Garowe did was to willingly host the delegates to the two Founding Congresses of the new state-to-be with free accommodation and security militia for the venue of the meetings. It is a generous gesture leading to the status of Garowe as the Capital of the new state. Two ministers out of only nine State ministere were allocated for Nugaal Region alone, an unprecedented move by then the Late President of PL, AUN, Abdullahi Yusuf.
Garowe had suddenly been exposed to power, money and political influence of a Capital City. Within weeks following the creation of the State, one could see the yesterday’s village was experiencing dramatic changes in lifestyle too, city’s ladies becoming keen and attentive to make-up, manicure and pedicure, nail coloring with the beginning of socialites and urban decadence. The City started to grow and expand, becoming slightly multicultural with caution as they said, “Nugaali waa labo daan” ( Nugaal is between two hills), which implies that no trespassing is allowed on this hill from inhabitants of the other hill.
Unfortunately, that good reputation of Garowe has been tarnished at that time by an influence peddling group known as “Aaran Jaan” (The Kids of Devil). How did they come about? A committee of Garowe youth had been appointed by Garowe elders with the consent of the Puntland Government to collect and audit the public debt incurred in Garowe in the duration of the Two Founding Congresses. Garowe residents, despite their initial offer of hosting the delegates free of charge, went back to break their promises and demanded compensation for food and accommodation for guest-delegates. The Aaran Jaan-to-be Youth Committee collected public debt, mismanaged and misappropriated funds upto the exorbitant amount of two and half billion Somali Shillings (about US dollars two hundred and fifty thousand, a lot of money at the time). The Group composing today of a few core individuals from the original group was born out of corruption, theft of public money, illegal business contracts and political influence peddling. They have even infiltrated into and established their influence in the Offices of Prime Minister Hassan Ali Khayre and President Farmaajo, acting as spokesmen for Puntland interests in Mogadishu, thus securing voice and influence in Federal appointments of personnel of Puntland origin. They now believe, and rightly is perceived by Puntland public that they had created not only the current Puntland Administration, but also run it through their man at the top.
Garowe today is a fast growing modern capital city with almost all facilities of 21st century. Its town planning is 2nd to none in Somalia. The peaceful environment of Garowe and the friendliness of its residents and their hunger for business deals makes it an attractive town to visit from all corners of Somalia, and mainly from Mogadishu and Hargeisa with considerable number of job seeking youth coming from Southwest State of Somalia and from various towns in Somaliland.
Welcome to the Capital City of Garowe. It is a pleasure to see you in town.

SOMALIA: POVERTY, POLITICS AND POWER

A country, where people are suffering from unemployment rate of nearly 90%, political parties are unheard of for 50 years, politicians are too polarized and clannish, scarce public resources are looted and used against the poor to remain poor and bribe them when needed for political advantage, the few educated are selfish, corrupt, short-sighted and intellectually bankrupt to rise up above tribal bickerings at arm-chair lazy debates, schools of poor quality ill-educate the youth, such a country will not create opportunities for the persons of Ilhan Omar’s strength and talent or the rise of Abdiqawi Yusuf and Ahmed Hussein Dirir, the President of International Court of Justice at Hague, and Canada’s Minister for Immigration, Refugees and Citizenship, respectively. Those personalities had managed to flee their country of origin, Somalia, to become what they are today elsewhere in a globalized world.

Those, who practise in corruption, cronyism and nepotism in public service are blind to cultivation of talent under meritocracy. They also feel vulnerable and threatened in their privileged existence to open up to and widen opportunities for others. Poor leadership in all spheres of life and endeavors tap into that school of thought on protectionism and maintenence of status quo. This is what has happened to Somalia, a nation of poets and powerful minds.
The vicious circles of Poverty, Politics and Power embedded in Somalia’s socio-economic circles, especially in today’s religious and political elites in all urban centers of Somalia must be uncoiled to expand opportunities to all citizens. That way the New Somalia would produce not only its abundant native talents of Ilhan type, but also attract more from other countries to help explore and extract Somalia’s resources of the near and distant future.

In conclusion, Somalia’s traditional leaders are no longer the sacred cows as they become as corrupt as Nigerian Chiefs. It is time to revisit and do away the ills of Somalia’s clan system. How could one defend serial murderers and serial rapists to remain a clan leader?

FAITH, FUNDS & FANATICS

Ismail Warsame
Opinion Columnist

Garowe Aril 14, 2019 – Are Somalis Arabs, Africans or Asians? Does that matter anymore when you are being prepared to be a global jihadist or a trader looking for quick profits in expired food and medicine products or in anything that sells hot and cheap in an ignorant and poverty-stricken society like Somalia? And after all, the huge profits conveniently come in USA Dollars, not in Somali shillings as that currency has been losing its value during the past thirty years of statelessness, monetary speculations and graft deeply embedded in every business transaction here.

The whole enterprise got started three decades ago with charity organizations attached to wealthy personalities, business and religious entities of Wahabia religious persuasion in Saudi Arabia, Kuwait and a number of other Gulf states. A network of business crooks and cheats in Somalia sprung around these charities, who care more for their bottom-lines than the health and well-being of the nation.
Funds from Arab charities gave way to the import in Somalia of expired foodstuff and banned pharmaceutical products from business criminal networks in India, Thailand, Pakistan and even from Italian Mafia in the business of poor quality and expired spaghetti sticks, taking advantage of non-existent or non-enforceable import-export laws in a lawless country.
Regional states in the country is no different. In Puntland, for instance, there are dozens of rules and regulations as well as legislations that specifically proclaimed from the beginning of the State to counter and address against these illegal trade and dangerous business practices as well as to protect the environment. As an example, by law no one can import plastic bags, but both trees and goats are dying daily in Puntland due to the haphards from these banned bags. There is no one to enforce these laws as custom officers at Port of Entries are either poorly paid, lately paid or allegedly unpaid for months in a row, a situation compelling them to look the other way with a little incentive from these business crooks and aggressive contraband dealers.
Having described these bleak state of affairs in Somalia, there is still light at end of the tunnel. Look back to the recent history of Somalia, let us say, ten years ago. Did you notice any difference? Ten years ago Somalia had no recognized government, no foreign diplomatic corps pouring into Mogadishu and no Somali State that could challenge a disputing and misbehaving neighbor country in the International Court of Justice (ICJ) in the Hague. The recovery may be slow and painful, but for sure, there is no way back.

STATE OF SOMALI NATIONAL RECONCILIATION

STATE OF SOMALI NATIONAL RECONCILIATION

Garowe, April 13, 2019 – Somalia went into a vicious civil war leading to the downfall of the Central Government in January 1991. No clear victor emerged from the most ravaging civil and armed conflicts.

As result, the country fell into fiefdoms of clan-dominated entities under the modeling and typical imitations of Somali political seasonal fashion: armed organizations, religious militant sects, religious tariqa, Islamic courts, islamist schools and pseudo universities, and now, regional states like Somaliland, Puntland, Jubaland, Southwest, GalMudugh and Hirshabelle. There are still others aspiring to copy and imitate the above.
All these entities are led by military-politico-religious elites known to each other for years before the civil war broke out. For them, national reconciliation means an understanding among themselves. Most of them believe that there was never been a war among Somali clans. For them, reconciliation is tatamount to bargaining among the fighting elites of various factions of clan political and religious persuasions and regional entities. Clan power-sharing is based on their perception and factional vision for Somalia. The fundamental law of the Federation, the constitution, is under permanent review and never put out of the way, and therefore, the federal system agreed to, is in jeopardy.
The Federal Government of Somalia is the outcome of their transitional bargaining efforts. It is, therfore, caught up in their entanglements, in-fighting and under constant threat of being deposed suddenly and at any moment.
In a nutshell, this is the state of the union with regards to Somali National Reconciliation Process – a necessary and imperative process to reconcile nationally and nationwide any population suffering from the deep wounds of war trauma of that scale and magnitude that had had happened in Somalia and Rwanda

In conclusion, what is unfathomable to, though, is the fact that the massive victims and survivors of this Somalia’s Civil War are shying away from telling the world community about these atrocities like a girl raped, who is more concerned with the shame and stigma associated with the crime in a conservative society like Somalia rather than exposing her ordeal.

How do you start a healing process if the victims and their abusers were not brought together for settlement and repentance?

Let us talk on the issue.

DENMARK TO SUPPORT SOMALIA

Denmark announces new contribution of DKK 140 million to support governance
and economic development in Somalia

Nairobi, April 13, 2019 – During yesterday’s Somalia Roundtable at the margins of World
Bank Group Spring Meetings, the Danish Government announced a commitment of DKK
140 million (USD 21 million) to support to accelerate poverty reduction and sustainable
economic growth. Channelled through the World Bank’s Multi-Partner Fund (MPF), the
contribution will provide resources to support effective and accountable governance, as
well as private sector development and job creation.
Following the announcement, Denmark’s Ambassador to Somalia, Mette Knudsen,
stated: “The Federal Government of Somalia has embarked on an ambitious economic and institutional
reform agenda that Denmark as a long-term, committed partner would like to acknowledge and support.
This new contribution aims at supporting effective and efficient institutions as a pre-requisite for
socioeconomic recovery and sustainable poverty reduction.”
Denmark has supported Somali authorities through the World Bank’s Multi-Partner Fund
(MPF) since 2015. Denmark’s new contribution comes after the first World Bank Country
Partnership Framework (CPF FY 2019-2022) was approved in September 2018, reflecting
the progress in economic reforms and institution building since 2013. Denmark will
support increased quality and more inclusive public services, as well as improved access to
finance, energy and jobs in Somalia.
“Denmark has been an important partner for the World Bank and Somalia” said Bella Bird, World
Bank Country Director for Tanzania, Burundi, Malawi and Somalia. “Since our
partnership with Denmark began, they have stressed the need to foster a collaborative relationship between
the government and the private sector, and supporting an enabling environment for greater economic growth
and inclusion. The latest contribution will allow for a scale-up in resources for private sector development.”
Background
The MPF is one of the funding windows established under the Somalia Development and
Reconstruction Facility (SDRF), the framework guiding implementation of the Somali
compact. Administered by the World Bank, the MPF provides a platform for coordinated
financing for suitable reconstruction and development in Somalia, with a focus on core
state functions, economic growth, urban development and knowledge production
Denmark’s new support for the MPF is provided under Denmark’s Country Programme
for Somalia for 2019-2023. It is a continuation of previous support of more than DKK 100
million between 2015 and 2018.

IMMINENT SOMALIA’S IDENTITY CRISIS

QUIZ: Why do Somali parents teach their offprings or children keenly about their family trees or ancestries? Is it necessary or important for parents to do so?

The idea behind the quiz is: What will happen to a nation which doesn’t teach its children its history, cultural heritage, geography etc? How would you maintain national identity if every child doesn’t know anything beyond his/her parents? Would a Somali kid be different from, let us say, an Oromo one? What makes an English man different from a German one in Britain, Ireland or Canada? Do you know that schools in Somalia don’t teach students history anymore or any other subject of Somali humanity? Whom Somalis will become after a while in the distant future? Finally, how Somali Nation would be different from our neighbours of Ethiopia and Kenya culturally in the distant future?

Most importantly, one of the biggest responsibilities of national governments is to prepare the youth for roles of the next generations of competent leaders in all fields of national endeavors. Is this happening now in Somalia or part of the debate? Think about it.

Let us debate on how to correct the situation.

IMF PRESS RELEASE ON SOMALIA’S DEBT

IMF Managing Director Christine Lagarde Supports Somalia’s Efforts to Achieve Debt Relief

April 11, 2019

Ms. Christine Lagarde, Managing Director of the International Monetary Fund (IMF), met with Hassan Ali Khaire, Prime Minister of Somalia yesterday in Washington and issued the following statement:

“I was very pleased to meet with Prime Minister Khaire and his economic team at the IMF headquarters. We had a very productive meeting and exchanged views on Somalia’s impressive progress in building institutional capacity and implementing its economic reform program amid a continuing fragile security situation. The prime minister reiterated the government’s strong commitment to the policies under the Staff Monitored Program (SMP), which expires at the end of the month.

“Following satisfactory completion of the current SMP, I am optimistic that a follow-up program can be agreed that meets one of the key requirements for Somalia to reach the Decision Point under the Heavily Indebted Poor Countries (HIPC) Initiative. Continued strong performance, together with support from international partners, will pave the way for Somalia to receive debt relief in the near future. In this regard, I assured the prime minister of the IMF’s full support for Somalia’s efforts.”

ARAB SPRING RENEWED?

Garowe, April 11, 2019 – We are watching uphills, popular revolts and chaos in the streets of Algeria, Sudan and armed confrontation in Libya. We are also seeing the simmering popular discontents and state repressions in Egypt, Saudi Arabia and Bahrain. We witness vicious civil war and foreign military conflagration in Yemen. We experience the rise of violent extremism in Somalia and foreign military interventions in Somalia as a result.

Are we learning any lessons from these popular uprisings and foreign military involvement in variety of countries in the so-called developing countries?
In my personal assessment, there is a common denominator in all these rebellions, open or boiling beneath the surface. It is peoples’ desire for freedom. This is what would eventually happen, if people are prevented from choosing their own leaders.
