PRESIDENT MOHAMUD’S GRUDGES AGAINST SOMEONE OR COMMUNITY GO ALL THE WAY TO APPOINTING ILHAN OMAR’S EX-HUSBAND

President Hassan Mohamud’s Villa Somalia seems to be engaged in a feud with someone or community hard to fathom. Multiple cabinet appointments he made recently to the ire of leaders of the Federal Member States look like he is picking a fight that seems to undermine their authorities. This kind of political shenanigans is called “Dagaal Shaanshiyeed in Somali language political jargon (an attack below the belt). Appointing the ex-husband of Ilhan Omar as his senior adviser without indicating any area of expertise is not only ethically wrong, but can also be interpreted as ill-motive on the part of the President.

Ilhan Omar is a powerful Representative from Minnesota’s 5th District Electoral Riding, who is serving in the US Congress Foreign Relations Committee, and she won’t tolerate such a problem children to harm Somali-US cooperation for peace and security in the Horn of Africa.

One would only speculate that the New Appointee will not conspire against the mother of his own kids. At the least that is the common sense, contrary to the motive of his new boss. Here, nobody is suggesting that Abdisalam has no rights and equal opportunity to get hired as a Somali citizen, but his political appointment as Mohamud’s Team Member sounds fishy to independent observers. Initial reports from persons familiar with or briefed on this appointment said that Abdisalam would be working on a government project involving inter-parliamentary relations with the US, a personal capacity too ambitious for him as he had had neither the connections beyond his ex-wife nor the experiences to deliver on such government mission.

WHY PUNTLAND MUST CAMPAIGN FOR A STINT IN VILLA SOMALIA

COMPETING for Somalia’s Presidency is consistent with the founding principles of Puntland as the First Pillar of Federal Somalia. There had been some setbacks in this regard in the past few years. Renewed interest now in Puntland to reset its national policy objectives at federal level is now being symbolized by Puntland President, Said Abdullahi Deni. Slowly but surely, President Deni has understood the importance of Puntland historical role in the federation. It is a commendable political stand to ensure that anti- federalist forces led by Farmajo’s political shenanigans and betrayal of national accord enshrined in the Provisional Federal Constitution wouldn’t succeed.

Without Puntland principled show of democratic forces and leadership, the modest gains of Puntland historical struggle since the First Opposition Force, The SSDF, to Central Tyranny in Mogadishu, are in jeopardy. It is in the vital interests of Puntland and Somalia that the State keeps engaged in Federal affairs and its leaders play in the forefront of Somalia’s governance. Puntland needs leaders with national vision and have political ambitions to ensure that Somalia wouldn’t fail again.

HISTORY OF MODERN SOMALIA SET STRAIGHT

The resistance against Italian colonial conquest of Southern Somalia started with the Kingdom of Boqor Osman in Bargaal and Sultanate of Keenedid in Obyo in former Mudugh Region in early 20th Century. Italian Navy had used warships to bombard the Seat of Boqor Osman in Bargaal on the shores of Indian Ocean in Eastern Somalia.This was followed by Northen Derwish Movement of late Sayid Mohamed Abdulle Hassan, better known as Ina Abdulle Hassan by Somalis or Mad Mullah by the British colonial Military Administration of Somaliland Protectorate (the best good book about the Sayid’s Movement called ” The Divine Madness” was written by Prof. ABDI sheikh Abdi). This movement mainly focused on fighting the British occupation in the North of the country. It was religious/nationalistic armed organization taking cues and inspiration from Mahdist Movement in the Sudan then.

About the same time or a bit earlier, deep in the South, there was Sheikh Hassan Barsame’s struggle with the Italian Colonial Administration. This resistance, however, was about Sheikh’s wish for the preservation of slavery for the plantation fields of his community in lower Shabelle Region. The Italians wanted to abolish slavery under pressure from the provisions of the European Accord on suppressing slavery (The 1926 Slavery Convention or the Convention to Suppress the Slave Trade and Slavery was an international treaty created under the auspices of the League of Nations and first signed on 25 September 1926).

Ahmed Gurey’s Movement in Abyssinian Campaign ( known as Ahmed Gran by the Ethiopians) was religious in nature rather than a national movement for freedom. “Fatuh Al-Habasha” or the Opening/Penetration of Abyssinia is the best literary works written on Gurey’s Campaign.

The struggle for national independence continued with the rise of the Somali Youth League (SYL) from 1943, forming the first post-colonial national government of the Somali Republic in 1960 under the unification of former colonies of the South and North of the country, until it was overthrown by Military Junta in 1969, leading to the collapse and state failure in 1991. That was the end of the Somalia’s 1st Republic.

The 2nd Somalia’s Republic (with the Federal Government of Somalia) was founded in October 2004 under National Peace and Reconciliation Congress, 2002-2004, in the town of Mbagati, Kenya. Villa Somalia was liberated by the forces of the Founder of the 2nd Somalia’s Republic, the late President of the Transitional Federal Government (TFG), Abdullahi Yusuf, in 2006. Some Somalis were made to believe that Ethiopian soldiers had assisted Mr Yusuf in liberating the Villa. That is far from the truth. The Ethiopians had entered Mogadishu after a few days after Mr. Yusuf had seized and restored Somalia’s Presidency. Yusuf’s Government had rehabilitated and repaired Villa Somalia. In the words of former Somalia’s president Sheikh Sharif Sheikh Ahmed, “not a teaspoon was missing from the Villa as I came in”

Mogadishu Airport was re-opened by now defunct Union of Islamic Courts (UIC/ICU) after many years of stateless Somalia, but, it was rehabilitated and expanded by Yusuf’s government, renaming it Aden Abdulle International Airport. It also had made the Mogadishu Harbor operational and returned it to government control for the first time since 1991.

WDM EDITORIAL: WHAT DO YOU EXPECT FROM MOGADISHU SUMMIT BETWEEN FGS AND FMSs?

Among other positive outcome, we expect:

  1. A signing ceremony on the previous agreements and understanding reached on the electoral impasse.
  2. An official declaration and commitment to transparent conduct of free and fair elections in Somalia now and in the future. Attempts to extend mandates and any pretext to delay elections must be eliminated for good, based on lessons learned from Farmajo’s recent constitutional/security attempt at coup d’etat.
  3. Adherence to system of laws, monitoring violations and abuse of power by authorities with FGS and FMSs.
  4. Emphasis on the rescinding by Federal Parliament on the unconstitutional extension of mandates in April, 12, 2021.
  5. Prevention of any interference by Villa Somalia in the conduct of elections.
  6. The election must be run by an independent electoral commission agreed upon by all political stakeholders, including the opposition.
  7. Leaders of FMSs must be also prevented interfering in elections taking place in their respective states. Allow the will of voters to flourish and decide the future and destiny of this country. Let Somalia move forward. Let us be a nation-state and keep our place among world community. No other option. This is not only a national interest, but verily an existential necessity.
  8. Finally, we expect this summit to proceed in an atmosphere of peace and calm with responsible cold heads without resorting to settlement of scores and political shenanigans.

A CABINET MADE IN HELL

Somalis both in the country and abroad kept longing for the appointment of the new cabinet. Rumors swirled around in Mogadishu about a deadlock between the president and the prime minister about the formation of the cabinet.

Then last night, PM Sharmarke dropped a bombshell.

Omer Cabdirashiid1“I am bringing back the old cabinet,” declared Sharmarke. What followed was a regurgitation of the list of the cabinet ministers that the last PM Abdiweli Ahmed had left behind.

President Mohamoud has finally got the right prime minister he has been looking for.

It is obvious that there was no deadlock or misunderstanding between the president and the prime minister. The whole thing was a game that Villa Somalia and PM Sharmarke had concocted. President Mohamoud was the one who in fact orchestrated the appointment of these ministers. The cabinet consists of the usual suspects: Damul Jadid ideologues, old friends of the president, and a few faces that have no distinction. For instance, a former cabinet named Abdikarim Hussein Guled (a Damul Jadid figure), failed in his old job as a minister in charge of Interior. Under his watch, there was an unprecedented spike of violence by Al-Shabaab, where civilians and various Parliament members have lost their precious lives. Subsequently, Guled was forced out of his job. Today, thanks to PM Sharmarke, Guled was gifted to his old job. This travesty only happens in Somalia under the leadership of President Mohamoud.

The new cabinet has 26 ministers and only two are women. In other words, the 60 officials PM Sharmarke appointed, only 4 are women, and hence less than 1 percent (0.06% to be exact).

Omar A. Sharmarke comes from a family steeped in Somali politics and history, and he himself was a former prime minister. He had spent most of his life abroad and worked for the United Nations. Only a few weeks ago, Sharmarke was the Somali Ambassador to the U.S, and was suddenly thrown into the PM position when the president needed someone who could bring to live his life’s vision of nepotism and corruption. If Mr. Sharmarke was chosen for his unique and stellar background, it did not help him select a fair, competent, inclusive, and gender-sensitive cabinet.

The predictions are clear, he will relent his duties to the President who had been infighting with two former Prime Ministers, because they refused to allow his willy-nilly, overextending, and manipulative ways.

The new cabinet is an embarrassment to the nation and to PM Sharmarke who has shown the world that he is nothing but a lackey to a president who never learns from his past colossal blunders. It is ironic that this sham cabinet will preside upon a government that is supposed to prepare the country for the 2016 elections.

Prime Minister Sharmarke has lost an opportunity to be visionary, creative, and an agent of change. He failed the mothers and children who are caught in the abyss, those whose lives haven’t seen a break in the interim of president Mohamoud’s tenure. He is one notch lower than the previous two prime ministers who—at least—had a modicum of independent mind.

Omar Abdirashid “Sharmarke”, reduced himself to a man who has accepted, from day one, a mere figurehead status.
