KISMAYO: ABSOLUTE POWER CORRUPTS ABSOLUTELY

They say power corrupts and absolute power corrupts absolutely. The current administration of Jubaland has been in power for far too long in the hand of one man, Ahmed Madoobe. It is already rotten to the core and has run out of ideas to address the grave security situation in Kismayo, which is continually a target of terrorist attacks at major city landmarks like hotels. That is because the regime is frozen in time and space to learn from previous security incidents and vulnerabilities over many years now. Vast parts of Jubaland is still in the hands of terrorists and other extremist entities, with no one challenging them.

Ahmed Madoobe Regime has two objectives in Jubaland:

1. How to stay in power forever.

2. How to keep Kismayo and its seaport hostage to the current regime forever.

Forget about expanding Jubaland Administration beyond Kismayo. Neither Ahmed Madoobe nor Kenyan Defence Forces (KDF) attached to ATMIS are interested in confronting extremists. They want to maintain the status quo. Extremists, too, seem to prefer that way with occasional attacks in Kismayo to make their presence persistently relevance. No movement by either side. The alarming security situation in Jubaland is justification for the continued presence and influence of Kenya in that part of Somalia. They want to keep Alshabab in their security equation as a necessary evil for their stay there.

Those who dig graves for human burial to earn their livelihoods are interested in more persons to die everyday. Similarly, the presence of Al-Shabab and terrorist activities in Kismayo are much needed security menace for Jubaland regime and Kenyan policy-makers on Jubaland occupation.

CONTINUAL BOMB-BLASTS IN KISMAYO INDICATE SECURITY LAPSES

Kismayo is relatively small town, though surrounded by swathes of land controlled by Al-Shabab. Continual terrorist attacks without meaningful retaliation and failure to discover the active extremist cells in town is a sign of not only security service’s weakness and incompetence there, but also complacency of authorities and possible terrorists’ infiltrations into the ranks and file of Jubaland security forces.

These security lapses always happen when regional politicians are distracted by election campaigns and blindfolded by political frictions with the Central Authorities in Mogadishu, Al-shabab taking advantage of the situation. Similar attacks had happened multiple times in Galkayo, and Galmudugh, in particular.

Jubaland State should: 1. Review its response to security threats. 2. Restructure and retrain its security personnel 3. Do some house cleaning of state apparatus. 4. Monitor hotel residences. 5. Impose residence permits and home address requirements. 6. Notify home owners to register tenants with police stations.

Somali authorities at all levels of government should know that, as a rule of thumb, persistent terror attacks are sure indicators of failure of intelligence. Isolated terror incidents are understandable, but continual bomb-blasts in a town without appropriate countermeasures and prior information gathering to prevent attacks before they occur are unacceptable.

The obvious contradictions in the rushed agreement between Jubbaland and Federal Government of Somalia show that the talks have actually collapsed, and heads of the international community there and Ethiopian Leaders could not face the failure for their own sake. The stakes were even higher for them than the negotiating parties. They had to bring a lot of pressure to bear on the parties to save face by producing a signed paper and a photo opportunity for the occasion.The result is a confusing document which creates more problems and itself a source of future conflicts and everlasting tension in the region for all concerned. One thing is sure. Jubaland constitution and the conference that produced it were not acknowledged, consistent with FGS earlier position, but they had to swallow the fact that they won’t have their way unless they face the reality on the ground in Jubba and negotiate with Ahmed Madobe as the de facto Head of the three regions. When something happens like an important public event such as elections, ruling by a court of justice .. etc, people affected by the new developments rise up either in relief and celebrations or express their indignation. If justice is served, people are happily relieved. The birth of Jubaland State of Somalia is a case in point where people are engaged in non-stop celebrations world-wide. Something must be right here in the creation of the New Federal State. Mogadishu leadership must embrace this hugely popular endeavor for the sake of its own political survival. The idea of Jubaland State of Somalia has been already planted deeply in the psyche of thousands of people for many generations to come. Take it seriously.
