DON’T RE-INVENT THE WHEELS OF SOMALIA’S DECENTRILIZATION GOVERNANCE

Garowe, April 25, 2019 – Opponents of Somalia’s decentrilization include officials of Villa Somalia, office of the Federal Prime Minister, among other dark forces of revisionism and reaction. These forces are trying to change or freeze the course of Somalia’s progress, and as such, they constitute the peace spoilers and obstacles along the way for the New Somalia to move forward. These elements of status quo don’t understand the political dynamics of post civil war Somalia that there is a zero chance to re-construct the country to yesterday’s city-state model of governance. They are only wasting time and resources in a futile exercise to confront the movement of history in the making. They are bound to fail as disgraced as their predecessors along the same path of fighting time, space and people’s aspirations.

Yesterday, these forces were to undermine the National Reconciliation Process initiated and being implemented by late TFG President, Abdullahi Yusuf. In the other day, it was former FGS President Hassan Sheikh Mohamud, who broke the record in violation of the Federal Constitution to stop Jubaland joining the formation of federal states in Somalia. Today it is Villa Somalia joining forces with the same dark forces it is complaining about at same time, seemingly unaware of its true political alliance in freezing and fighting the federal system agreed upon finally after a long and historic struggle.
Again, in a wishy-washy fashion of typical yesterday’s failed Southern politicians like Mohamed Ali Gedi, Nur Adde, Abdulqassim Salad Hassan, among quite a few of them, who themselves had undermined their own governments at their respective periods, there are others, who still foolishly think that they are either today’s honest political brokers in Somalia, or an alternative leadership to the current revisionist and reactionary FGS leadership in Mogadishu. It is an irony that some people are still listening to them, even in Puntland State. Call it a societal inmaturity and lack of sophistication accompanied with misinformation and lack of community awareness, taking cue from empty slogans like “Nabad & Nool” ( a phrase borrowed from Garowe Community Meeting of 1992) and “isxilqaan” to masquerade Dictator Siyad Barre’s regime motto of “iskaa-wax-uqabso”. They think Somali people would continue uncritically to watch their cheap show.

النظام الفدرالي الصومالي تحت التهديد

كان هناك تطورين سياسيان رئيسيان بعد الحرب الأهلية ، الصومال ، اللامركزية الفعلية (الفيدرالية) والحكم القانوني (الفيدرالية الدستورية) يتعرضان دائمًا للتهديد المستمر بالانحسار منذ تولي الرئيس السابق حسن شيخ محمود ورئيس الدولة السابق في بونتلاند ، الدكتور عبدولي. محمد علي (جاس).

قد لا تعرف أن الخطر لا يأتي فقط من فيلا الصومال وحدها ، ولكن أيضًا من قلة وعي مجتمع بونتلاند بالاندفاع المستمر لحملات الدعاية والتأثير الإعلامي الدقيق لاستعادة الصومال إلى حالتها الأصلية “مدينة واحدة” ورجل واحد قاعدة.
حقيقة الأمر هي أن الزعيم السابق في بلاد بنط ، الدكتور عبدالولي محمد علي غاز ، كان يلحق أكبر الضرر بالمكاسب التي تحققت بشق الأنفس للفدرالية من خلال قطع صفقات الشيطان بتدمير النظام الفيدرالي مع رئيس الصومال السابق ، حسن شيخ محمود (HSM) و الرئيس فارماجو ، في محاولاته المتواصلة لكشف الدستور عن طريق إعادة صياغته بالكامل واستخدام تكتيكات المماطلة لإنهاء عملية المراجعة.
لقد تخلى قادة بونتلاند عن سياسات الفيدرالية وروايتها. الآن ، نشأ موقف ، حيث يشعر شعب بونتلاند بالارتباك وربما ينقلب على النظام الفيدرالي الصومالي ، وينسى تمامًا صراعات الأمس ، وحيث كان البلد قادمًا من حيث صدمة الحرب الأهلية والقتل الجماعي والسكان النزوح والهجرة الجماعية والهجرة إلى مخيمات اللاجئين في جميع أنحاء العالم ، وليس للحديث عن التخلف الإقليمي التاريخي الحاد الذي أوجدته أنظمة دولة الدولة في الصومال في الفترة 1960-1991.

SOMALIA’S FEDERAL SYSTEM UNDER THREAT

Two major political developments post civil war Somalia, defacto decentralization (Federalism) and de jure (Constitutional Federalism) have been both under constant threat of unraveling since ascention to power by former President, Hassan Sheikh Mohamud, and former Puntland State President, Dr. Abdiweli Mohamed Ali (Gaas ).

You may not know that the danger is coming not only from Villa Somalia alone, but also from lack of Puntland community awareness about the constant brash of propaganda campaigns and subtle media influence to restore Somalia to her orginal One City-State Status and One-man Rule.
The fact of the matter is that former Puntland leader, Dr Abdiweli Mohamed Ali Gas, has been doing the biggest damage to the hard-won gains of Federalism by cutting devil’s deals of destroying Federal System with former Somalia’s President, Hassan Sheikh Mohamud (HSM) and President Farmaajo, in their unceasing attempts to unravel the Constitution by completely re-drafting it and using stalling tactics to never finish the Review Process.
Puntland leaders had abandoned all together the policies and narative of federalism. Now, a situation has been created, where even the people of Puntland are confused and may turn against the Somalia’s Federal System, completely forgetting yesterday struggles, and, where the country was coming from in terms of trauma of civil war, mass murders, population displacement and massive flight and exodus to refugee camps across the world, not to talk about the severe historical regional under-development brought about by Somalia’s City-State regimes of 1960-1991.
I never worried for the fate of Somalia’s Federalism in 2004 when it was being enshrined in the Constitution than today when we have a federal government in Mogadishu and the Puntland State is 20 years old. That is because Puntland has lost its way by turning her back on all her troubles, struggles and hard-won achievements along the way to re-construct the New Somalia. Puntland leaders have failed their State and people are now aimless and totally confused to see light at end of the tunnel. Puntland youth are daily targets of Facebook propaganda, oblivious to the history of the struggles and sufferings of their parents and grandparents
