DISCONTINUE THE INFAMOUS 4.5 CLAN FORMULA

4.5 Somali Clan Power-Sharing Formula was a temporary political arrangement for the allocation and distribution of delegates among then Warring Factions of Somalia to the National Peace Reconciliation Congresses in an attempt to re-institute the failed Central State of Somalia. It was never meant to perpetuate injustice and never meant to use it as a system of governance in Somalia. At that time there was no alternative to sending symbolically representative delegates to the reconciliation national conferences being held in exile. 4.5 Formula was to be discontinued after the successful formation of the Transitional Federal Government in 2004. A National Reconciliation Conference with a series of bench-marks for implementation was to be held and the nation would move to hold a general election. That plan was to finish with the temporary political arrangement of 4.5.

To try to perpetuate it today would be one of the biggest disservices to an already broken nation.

CAN YOU GUESS WHERE THE PREDICAMENT OF SOMALIA LIES?

The problem of Somalia is not the new residents of Mogadishu. it is not the Indian Ocean. it is not the countryside. It is not the sky over the City. it is not AMISOM. It is not Ethiopia, Djibouti or Kenya. It is not the UN, Nicolas Kay or Mahiga and it is not even Al-Shabab.

It is the total absence of community leadership in Mogadishu. It is the total lack of political accountability and poor leadership there. It is the intellectual bankruptcy. It is the heartless business community there. It is the self-denial of truth and historical responsibilities of atrocities and gross violations of human rights and sanctity of human life. It is the corruption that has lost meaning and total disregard of the fundamental principle of proprietorship protection-differentiating between what is  “Yours and Mine” in Mogadishu. It is the total absence of personal liability for wrong-doing. It is repeating yesterday’s mistakes over and over again. This is the diagnosis of Somalia/Mogadishu misery and hopelessness.

Cure these and the seemingly intractable problem is resolved.
