PUNTLAND ELECTORAL IMPASSE


It was said that since time immemorial that those who put you in power rarely keep you in power. That is because you owe gratitude to those supporters, and that automatically translates into power over you as long as you keep these advisers and share power with them. Consequently, you either become hostage to them or try to get rid of them. In the end, some of these advisers, if not all, would turn against you as you try to develop your own independent political thoughts and initiatives. If you do the latter, that is when all hell breaks loose. This is what has been happening in Puntland State. A small lobbyist and political brokers group called “Aaraan Jaan”, in Puntland political jargon, who mostly hail from Nugaal Region of Puntland were critical in President Deni’s ascent to the State’s Presidency. Paradoxically, this tiny lobby group has practically no political influence beyond the Seat of Puntland State, Garowe. The rest of the country loathe them. As expected and by historical experience time and time again, yesterday’s supporters of the President are trying to remove him from power. President Deni is fighting them back with no plan B besides One Person One Vote project for which he has been wasting a lot of time and man-hours in implementing this “fighting back” project. Because Deni is fond of delaying tactics and indecision bordering on direlection of duty, he has already put Puntland governance in multiple political clashes and violent confrontations with his yesterday’s allies to hang on to power. That strategy is increasingly putting Puntland Stability at great risk.

There are also many other factors in play here, mainly two contradictory schools of thought- Traditional Clan Indirect democracy and direct popular suffrage with increasingly youth demand for participation. Youth constitute at least 75% of the population. In addition, there are marginalized various political figures who failed to have any public attraction. They are split between President Deni and Aaran Jaan political brokers, basically directionless and bandwagoning either of them. The general public is caught in the crossfire and deeply illusioned.

Most importantly, there are external players in the mix also that are engaged in Puntland destabilizion, mainly UAE and leaders of Somali Federal Government separately supporting one side or the other.

In a nutshell, there are two factions responsible for Puntland current Electoral Impasse: President Deni and Aaran Jaan – yesterday’s allies.

The famous traditional leadership of Puntland regions is increasingly losing traction with slowly fading moral authority they enjoyed so long.

Puntland State salvation now lies in potential rise of a “Third Party” either in alternative or mediation role, and possibly that is the only way to avoid the imminent civil and armed clashes, and Puntland destabilizion.

REPORT ON HSM-DENI GAROWE TALKS

President Hassan Sheikh Mohamud (HSM) intends to visit USA, and he is expected to come up with consensus of the Federal Government and Federal Member States on security architecture, debt relief, among others. Initial reports on the meeting said it was getting tough and HSM could remain in Garowe until Sunday.

Yesterday HSM had arrived Garowe at unusual low profile official reception by Puntland Authorities, and encountered even pockets of anti-HSM public demonstrations along Garowe streets.
President Deni was reported to have insisted on revision of all legislations by the Federal Parliament not endorsed by the Federal Member States and resources sharing, among other things. It is tough negotiations.

President HSM also plans to meet with officials and managers of Coastline Exploration Limited (formerly, SomaOil) in Texas. HSM had met with W. Richard Anderson, the CEO, in Istanbul, Turkey, recently during the President’s visit there.

WDM BREAKING NEWS

Farmajo-Roble Administration is engaged in destabilization of Puntland State. Under the financial incentives and guidance by the highest officials of the Federal Government including Prime Minister Roble with the knowledge and advice of Mohamed Abdullahi Farmajo, more than four million dollars were transferred recently via Puntland middle men and businesses to the commanding officers of the PSF involved in the Bosaso current standoff, according to reliable news sources.

The new development will have negative impact on Roble-Deni working relationships, including the issue of holding elections in Somalia. Current Baydhaba consultations between FGS and FMS will act as a litmus test for the two men’s working relationships.

It isn’t the first time the Central Government of Somalia had tried to undermine Puntland State stability.

THE TWO RISING STARS IN SOMALIA’S PRESIDENTIAL POLITICS: DENI vs ROOBLE

None has declared candidacy yet. Each one of the two is currently in a position of power and influence. Each has the resources at his disposal to push his presidential ambition. Each enjoys frontrunner status from their respective constituencies, according to public opinion – Deni among the Daroods, Rooble among the Hawiye. Each hails from one of neighboring Federal Member States of Puntland and Galmudugh. Regionally, they have common interests geopolitically, economically and in security cooperation. They could be complementary as president and prime minister of Somalia. They have federal ambitions at a time when Galkayo is no longer a divided city along clan lines. They seem, therefore, to realize their political chance has arrived.

While this is, at this moment, a pure speculation, there is a potential that both would run in this federal election.

One would ask what about other possible candidates, especially from Hawiye camp. Good question. Give me names. Sheikh Sharif Ahmed, Hassan Sheikh Mohamud, to name just two of those running now as they look frontrunners among individuals in that camp. Each of the two was a former president. None was impressive enough to be given a 2nd shot at Presidency. The Somali Doctrine of not re-electing a president plays out here too. Moreover, the two are antagonistic too as they were rivals in previous presidential race. They are unlikely to form a joint front in this race.

In conclusion, expect surprises in these Federal elections as Somali politics is as unpredictable as peace and war among Somali nomads.

UAE: IS IT DENI OR SHEIKH SHARIF?

Debate on Somali politics is full of rumors and speculations. It is hard to discern facts from fallacies. That is because nothing is predictable as the nature of indirect election here is more fluid than the turbulent flow of pipe water. There is always room for the unexpected to happen in a corrupt system of vote buying through foreign money and meddling. Some members of Gulf states are particularly guilty of this election interference in Somalia. Foreign factor in Somalia’s decision-making process is one of the reasons behind the resistance to holding free and fair elections in a country fed up of poor leadership and incompetence. These crimes against the people of Somalia and their sovereignty is known here as foreign conspiracy and influence-peddling by the power of petro-dollars in a corrupt political marketplace as large as Somalia..

Currently, speculations are rife in Mogadishu about Former President, Sheikh Sharif Ahmed, coming up with unexpected assertiveness, boldness and renewed confidence in jockeying for power, among other candidates, in Mogadishu. Observers have started speculating the UAE was deeply involved this time around to prop up certain presidential candidates and hopefuls. They said, Sheikh Sharif came up atop that list. They are also speculating that Puntland President, Said Abdullahi Deni, could be in the list of hopefuls, depending on whether he would throw his hat into ring.
