BREAKING NEWS: PUNTLAND AND JUBALAND HAVE MADE THEIR VOICES HEARD IN MOGADISHU

After many years of self-isolation and enabling their junior partners of the Federal Member States (FMSs) play key roles in Mogadishu politics, Puntland&Jubaland have finally figured out (unfortunately in the hard way by ignoring calls for leadership and interactions with the Central Authorities) that it was never too late to present themselves and get operating stations in the Al-Shabab infested Capital City. Good move, one would say. Mogadishu is not an exclusive enclave of Villa Somalia. It is a national capital that belongs to all. There are Federal Government and Federal States that own Mogadishu, that the Federal States own the Federal Government of Somalia. Self-isolating from the Seat of the Central Government isn’t only dangerous, but foolish too, devoid of any leadership intelligence and foresight.


It is the expectation of all concerned that Presidents Said Abdullahi Deni of Puntland and Ahmed Mohamed Islam of Jubaland learn from their past policy mistakes and experiences.

Letter to the Speaker of the House and the President of the Senate on the Continuation of the National Emergency with Respect to Somalia

Dear Madam Speaker: (Dear Madam President:)

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date.  In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency declared in Executive Order 13536 of April 12, 2010, with respect to Somalia is to continue in effect beyond April 12, 2021.

The situation with respect to Somalia continues to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  Therefore, I have determined that it is necessary to continue the national emergency declared in Executive Order 13536 with respect to Somalia.

FGS:ABSENCE OF COORDINATION LEADS TO UNINTENDED CONSEQUENCES

The Federal Government of Somalia is not only the Central Authority – it has levels of government, namely the Centre whose official seat is Mogadishu, Federal Member States, and Bandadir Region, whose seat is also Mogadishu. Every entity has its own constitutional jurisdiction, but is supposed to coordinate its actions with when they affect other authorities. Doing it alone without notification and solicitation for collaboration may lead to unintended consequences and insubordination of authority. FMSs are bit different from breakaway entity of Somaliland, and the Central Government should always communicate and coordinate with authorities in Federal Member states to carry out its jurisdictional responsibilities in areas under different regional laws beside the Federal laws. There is need for common sense approach to laws and jurisdictions.

Many Puntlanders don’t like DPWORLD and its influence in the State, on whatever perceived or real negative image this may entail, Somali Civil Aviation should have communicated any concerns to regional authorities, thus avoiding issuing blind orders to public and private transport. They weren’t prudent and didn’t do their due diligence in handling the situation.
