Galkayo, Somalia, November 29, 2015-It could be quite alarming for Puntland State unity, good news for the Federal Government of Somalia, God-sent opportunity for Galmudugh, and uncertainty for all concerned.

There is an objective and order in the recent security chaos and unprovoked violence in the City. The shelling and bombardment of a relative peaceful city have set in motion a chain of reactions that definitely raises the matter on the future of Galkayo, in particular, and Mudugh, in general. The multiple, high-level and huge Federal and Regional delegations to the City are certainly quite obvious to the intelligent and cannot mask the objectives of these missions. The City of Galkayo is ear-marked as a target for take-over, whoever its New Owner would be: Galmudugh via the Federal Government or Federal Government via UN/AMISOM . Whatever the outcome of these missions, this city will never be the same again. Who is handy there today in these missions? Somalia’s Minister of Defence, Dini? Federal Minister of Interior, Odawaa?; The Federal Head of Government, Omar Abdirashid sharma’arke? Sharif Hassan of South-West State of Somalia? Ahmed Madoobe of Jubaland? Are you sure they are all flying in with the sole purpose of restoring law-and-order in Galkayo? Soon it will be obvious to all.

Here is a chain of developments that shook the City to its core within the course of last week:

1. Sunday morning, November 22, 2015, It all started with the City suddenly under attack with heavy bombardment aimed at unsuspecting civilians and properties, resulting massive casualties. Galmudugh and Baraxley later explained their attack as opposition to the construction of a road, which was not even planned to pass through baraxley, their Southern quarter of the city, but via Western quarter of Northern Galkayo, the Garsoor.

2. Massive flight and displacement of panic-stricken residents followed as a result. Business, public services, schools came to a standstill. Shortages of food and drinking water came to bite those still remaining in the city.

3. It took a week for Puntland President, Abdiweli Gas, to respond to this unprovoked aggression against the civilian residents of Galkayo, and when he finally did, it was too late. The Galmudugh militia got away with the heinous crime against humanity.

4. Suddenly, the conflict attracted an intensive national and international attention, enhanced by a flood of high-level Federal and regional delegations and missions unprecedented in the entire history of Galkayo. It would be quite fascinating to watch the deliberations and outcome of these missions. I think the fate of Galkayo will be decided during the course of the next few days, weeks and months. But, one thing is sure; the residents of Galkayo are on their own for survival from now on.

5. Dhalinyaro shacabka ka tirsan oo aan qaabaysnayn ayaa dagaal ugu yaacay xaafadda Baraxley. Koox yar ee ka amar diiday Taliyaha Guud ee ciidanka Puntland ayaa u guurmatay Dhalinyarada. Waa kooxdaa laga kubay gaariga iyo ambulance. Dhalinyarada shacabka qaar ka mid ah ayaa hataan lagu haystaa xaafadda Baraxley.
6. Dawlad Puntland haba yaraatey wax gacan kama geysan dagaalka marka laga reebo Ciidanka Airport-ka oo si kooban isu xilqaamay markay dawr xabadood soo tuureen.
7. Gaalkacayo waxay hadda gashay marxalad cusub iyo wufuud ku soo qulquleysa iyadoo arrinta laga dhigayo in labo Dawlad-Gobolleed dagaalamayaan. Armey arrintu noqotaa “Xaajo nin aan aqoon ulaheen ayaa indhaha ka rida”.

Muxuu yahay tuhumka iyo kala shakika siyaasadeed ee hareeyey Puntland? Sidee ku timid in la daabaco lacag aan hay’adaha dawladdu isla ogalaan?

Ugu dambayn, haddii dadka Puntland laga xayuubiyo madax-banaannintii dastuuriga ahayd sida hadalka, shirarka, iwm, wariyaashana qaarna la xiro sida Jaamax Deperani, inta kalena la caburiyo, maxay ku dambayn Puntland? Ma Muqdishaa dib loogu hayaamidoona?

Dadaalkii taariikheed ee dadweynaha Puntland ma wuxuu ku dambayn “Hal bacaad lagu lisay”, ama sida Muqdisha laga dhaho: “Xoog doofaar lagu dhaanshay”?

September 9/11 was a turning point for the sustainability of Western Democracy as we were made to believe it, as far as civil liberties and human rights are concerned. Since that infamous date in which thousands of innocent hard working civilian lost their lives, Western Democracies led by USA entered the world of Bush-Cheney-Rumsfeld, a world of repressive regimes, whereby McCarthyism would be insignificant in comparison.

Since 9/11, a number of major terror attacks took place in some Western countries, Russia, Africa, Asia and the Middle East. There is a public outcry in Western countries whenever these horrendous crimes happen in their own respective nations. The world, unfortunately however, is insensitive to the plight of Somalis where the terror attacks of the magnitudes of 9/11 in New York, Bataclan Theatre and Stade de France stadium in Paris are daily occurrences in Mogadishu, Somalia. The daily bomb-blasts and mass-killings of innocent civilians in that unfortunate country rarely make to the news headlines. It is quite obvious, by someone’s measures and cultural values, that Somali lives are cheaper than their counter-parts in Western World.

But, no country, as result of 9/11 Attack, had the impact of the deterioration of civil liberties as the United States of America. The bombing of Spanish Train in 2004, the terror attack of London Underground of July 7, 2005 and Charlie Hebdo Shooting of January 7, 2015  in Paris did not have the kind of fall-out and negative impact of 9/11 on civil liberties and human rights.

As one watches the various public security measures introduced by Western states in their reactions to counter terror attacks, one would be tempted to contemplate about the communist theory that any government, no matter what form, is a repressive tool by nature and design that will disappear only when humanity reaches the stage of communism.

Now that other major terrorist attacks took place in Paris with the loss of more than one hundred innocent persons, France is at cross-roads of deciding whether it would a free country with its laws of civil liberties respected. It would be interesting to watch how things would evolve there in the next few weeks, months and years, and the impact of its policies will have on other nations in the region and beyond.
